- NASA/KSC has a requirement for Computer Simulation Technology (CST) one yearlicense, upgrades and support. Items follow:1.CST Studio Suite 2012. QTY 1.NASA/KSC intends to purchase this item from CST. CST is the manufacturer and soleproprietor of the license. No known vendors can supply this software and support.KSC requires an additional module of existing software license to gain the capability toperform unique models and processes of its own that support and interface with the CSTStudio Suite software in support of the Launch Services Program. Any other softwareacquired would be incompatible with the existing custom made NASA software and entailunacceptable technical risk by introducing incompatibilities with existing data,simulations, models, and processes. There is no other known software that can providethese capabilities and integrate with existing software. CST is the only manufacturer andprovider of the CST Studio Suite software licenses and support.The Government intends to acquire a commercial item using FAR Parts 12 and 13. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 10:00 A.M. local time on April6, 2012. Organizations submitting capabilities and qualifications must include adequatedetail and supporting documentation pertinent to this requirement in their submittal. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government.Oral communications are NOT acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed.CST's quote is due in writing to the identified point of contact not later than 10:00A.M. Eastern Time on April 6, 2012.
