Description
The United States Department of Energy (DOE) intends to extend the current mobile loading unit support services contract with The S.M. Stoller Corporation (Stoller) at the DOE Carlsbad Field Office site in providing support to Lost Alamos National Laboratory ? Carlsbad Office (LANL-CO) and Washington TRU Solutions (WTS) Central Characterization Project (CCP) in Mobile Loading of transuranic (TRU) waste at generator sites. The Waste Isolation Pilot Plant (WIPP) is a Department of Energy (DOE) facility located 33 miles southeast of the city of Carlsbad in the state of New Mexico. The scope of the Mobile Loading Unit support services includes: - Providing skilled, trained and qualified personnel to support LANL-CO and WTS Central Characterization Project (CCP) in Mobile Loading of TRU waste at generator sites or other national TRU Program activities;- Working under CCP?s certified Transportation Program while LANL-CO manages all elements of the program;- Providing field supervision of the MLU support personnel;- Administering its personnel, including providing accounting and human resources support (e.g., making payroll, performance evaluations, expense reports, and disciplinary actions); The proposed contract extension is for six-months from May 1, 2012 until October 31, 2012 with two, three month option periods and the estimated value for the extension and option periods is $3,393,888.00. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The statutory authority permitting other than full and open competition is the Competition in Contracting Act (41 U.S.C. 253(c)(1), implemented under Federal Acquisition Regulation (FAR) 6.302-1(a) which authorizes other than full and open competition when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. The present contact with Stoller is due to expire on April 30, 2012. The proposed contract extension will provide for the continuation of the critical mission of the DOE to dispose of TRU waste safely and protect human health and the environment until an award is made through a competitive acquisition process for a mobile loading unit contractor: a competitive 8(a) procurement for the work is in progress with a new Solicitation DE-SOL-0003653 scheduled to be issued in April, 2012. Stoller as the incumbent mobile loading contractor is the only contractor, at this time with the unique qualifications to continue the necessary mobile loading activities at the Carlsbad site without a break in service until such award (a new procurement) is made. A new contractor for this interim period is not practical due to the start up time to meet specialized expertise, training requirements, and badges to perform this service. DOE anticipates award will be made within Fiscal Year 2012. This is not a formal request for proposals under FAR Part 12, 15, or an invitation for bids under FAR Part 14. If parties choose to respond, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested parties believing they have all of the capabilities may submit capability statements to provide all of the services, including a demonstration of the ability to meet all of the needs identified above within required timeframes.
