Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation replaces W912P8-12-R-0026 and W912P8-12-T-0004 in their entirety. This is a Replacement combined synopsis/solicitation is for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is for the furnishing of all supervision, labor, materials, equipment, tools, etc., required for work consisting of clearing invasive tree species by both herbicidal treatment (aerial and ground application) and mechanical clearing, and subsequently planting the area with desired tree species, placing culverts, ditches, canal clearing, and all operations incidental thereto. Contract will require compliance beyond initial treatment and planting as outlined in the specification. The area to be treated is approximately 143 acres located on the Bayou Sauvage NWR Mitigation Area, New Orleans, Louisiana. The April 04, 2012 scheduled site visit is MANATORY for submitting a bid in response to this solicitation. This requirement ensures that the contractor has a clear understanding of the solicitation's requirements and provides ample opportunity to view site conditions. Interested parties are required to ensure a clear readable company name and representative signature is on the authorized sign-in sheet at time of visit. ALL bids received will be verified against the sign-in sheet. Bids received from a company or a representative NOT listed on the sign-in sheet will NOT be accepted. This date will be the only date for visiting the site. All interested parties should submit a visitor request via email to Mr. John Fogarty at john.g.fogarty@usace.army.mil or phone (504) 862-1227 no later than 4pm local time April 03, 2012. All other requests received after April 03, 2012 will NOT be accepted. The estimated value of this work is between $1,000,000.00 and $5,000,000.00. All proposals are due 10am local time (CST) on April 18, 2012. The solicitation documents for this procurement will be posted on Army Single Face to Industry (ASFI). You can access these files from a link located on FedBizOps (www.fbo.gov). You will need the Adobe Acrobat Reader for pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. You are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). Offerors are also encouraged to post notices of prospective subcontracting opportunities with the Central Contractor Registration (CCR), in order to receive a Department of Defense contract award. Description of Requirements is as follows viewable via the below ASFI link marked "ADDITIONAL INFORMATION". See the attached for the SF 1449, Specifications, maps, drawings, Wage Rates- WD 05-2233 (Rev.-14) (06/17/2011), Heavy: LA 120007 03/09/2012 LA7, with Applicability Clauses WD 05-2233, WD LA120007 as posted on www.wdol.gov. This action will be Small Business Set-Aside procurement. The applicable North American Industry Classification System (NAICS) code is 115112 and the business size standard is $7,000,000. The requirement will be procured as a firm fixed price contract. The basis of award will be the offer conforming to the solicitation specifications that provides the lowest price to the government. NOTE: Contractor must be registered with the Central Contractor Registration (CCR) and certified in ORCA to be eligible for contract award. Information on registration may be obtained via the Internet at http://www.ccr.gov. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Recommend registering immediately in order to be eligible for timely award. All responsible sources may submit a bid, which will be considered by this agency. All offers are due by April 18, 2012, 10 a.m. local time (CST) and no bids will be accepted after this time.
