Description
The Department of Veterans Affairs Medical Center (VAMC), 1100 Tunnel Road, Asheville, North Carolina intends to issue a solicitation for the acquisition of Radiation Oncology Therapy Services from a Board Certified Radiation Oncologist for eligible Veteran Beneficiaries at the Charles George Veterans Affairs (VA) Medical Center (VAMC), Asheville, NC. Services to be provided will include face to face patient consultative services between in-house Oncologist and Radiation Oncologist for the development and implementation of patient treatment plans. Contractor Radiation Oncologist shall be available for consultation with VA physicians and/or patients for emergency cases - 24 hours/day, 7 days/week and for routine cases at the contracting facility's normal business hours. All radiation therapy is to be provided at the Contractor's Facility and is to include appropriate follow-up services. It is imperative that that the Contractor's facility be located within a 70 mile radius of the Department of Veterans Affairs Medical Center, 1100 Tunnel Road, Asheville, NC 28805, for the convenience of patients in the surrounding area. The contractor's staff, at a minimum, will consist of: one full-time board certified/board eligible radiation oncologist; one full time radiation physicist certified by the American Board of Radiology in either radiological physics or therapeutic radiological physics or a current contract agreement with a radiation physicist certified by the American Board of Radiology in either radiological physics or therapeutic radiological physics; one full time AART accredited radiation therapy technologist or evidence in writing that a full time radiation therapy technologist will be employed within thirty (30) days from the date of any contract that may be awarded; and one full time oncology nurse or RN or evidence in writing that a full time oncology nurse or RN will be employed within thirty (30) days from the date of any contract that may be awarded. The contractor will, at a minimum, have the following equipment available at the facility where the treatment is rendered: Mega-Voltage Therapy Unit - a 4-6 mega-voltage linear accelerator or a dual-beam accelerator with electron beam capability of a current mode cobalt 60 unit; Radiation Therapy simulator or X-Ray Unit including x-ray film processor to be used for simulation for treatment planning; Computerized Dosimetry for treatment planning program unit with the equipment, tools and accessories to provide customized shadow blocks; Physics equipment and services to monitor and measure radiation; and Digital Therapy Imaging Equipment that allows the Contractor to down load radiology images from Compact Disk (CD) or the Contractor must upgrade its' existing equipment to accommodate this requirement within 6 months from the date of any contract that may be awarded. The NAICS Code for this requirement is 621111 with a size standard of $10 Million. This acquisition is unrestricted. A Firm Fixed price type contract with a 3 month base period of performance, 7/1/12 - 9/30/12, with the possibility of two (2) one (1) year option periods which will be exercised at the Government's discretion are anticipated under this solicitation. A formal Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation will be issued on or about April 6, 2012 via FEDBIZOPPS at www.fedbizopps.gov. It is the responsibility of potential offerors to monitor the website for downloading the solicitation and any amendments.
