- A major Department of State contractor is reporting that they are receiving pressure from ministries within the Government of Iraq to increase the percentage of local Iraqi nationals hired to perform on their contract, to as much as 50%. While such a requirement has not been confirmed, and there is no direct guidance at this time, offerors are strongly encouraged to construct a robust sample Staffing Plan that includes a plan on recruiting, vetting, hiring, training, managing and retaining local Iraqi nationals as part of their submission for this solicitation.
