- The Department of Veterans' Affairs is seeking the services of a qualified Service Disabled Veteran Owned Small Business to provide professional design, preconstruction and construction services as required for the Physical Medicine and Rehabilitation Department (PMNR) design-build project located at H.H. McGuire VA Medical Center, 1201 Broad Rock Boulevard, Richmond, Virginia, 23249. In general, Contractor shall furnish labor, materials, equipment, tools, transportation, and qualified supervision required by the design-build contract. The year-long phased project will include new therapy spaces and a gym to create an open, healing environment. New office areas and a pool upgrade will also be included as part of the program to provide the best possible therapy care for our nations' veterans. Contractor shall provide complete design-build services in strict accordance with the terms, conditions, and technical requirements contained in the RFP solicitation. Contract shall be completed within 370 days after the Notice to Proceed. This includes final Inspection and cleanup. The NAICS code for this project is 236220 with a small business size standard of $33.5 million, The estimated construction cost is between $500,000 - $1,000,000. The drawings and specifications will be uploaded as part of the solicitation on/about 4/10/12. A date and time for a pre-proposal conference / site visit will be stated in the solicitation. No other site visits will be conducted. The deadline for receipt of proposals will be on/about 5/10/12. Questions or Requests for Information (RFI's) from Offerors must be typewritten and e-mailed to the Contracting Officer, Mark S. Harville @ mark.harville@va.gov. To be qualified to submit a proposal on this project, firms must be classified as SDVOSB-owned firms and registered in the Central Contractor Registry and Vet Biz, prior to award. The Online Representations and Certifications must be completed prior to the contract award.
