Description
The US Army Corps of Engineers intends to solicit for a single-award IDIQ contract (SATOC). This acquisition will being offered as Unrestricted. The life of the contract is for a base period of twelve months and four (4) one-year option periods, or $5.4M; whichever occurs first. The Tri-Services (Army, Navy, and Air Force) utilize a combination of several automated cost engineering software applications in order to develop and update construction cost estimates. These construction cost estimates are used to manage and budget costs from concept/budget through modifications and claims. This contract is a follow-on contract for the continued maintenance and enhancements of these software applications. The objective of this contract is to provide continued support for the operation, maintenance and enhancement of the Department of Defense (DoD) Tri-Service Automated Cost Engineering System (TRACES) software applications, including its several embedded databases and subsystems. Services to be provided include, but are not limited to: (1) Maintaining and enhancing source code for complex micro-computer software which supports cost engineering and estimating for Military and Civil construction, and Hazardous, Toxic and Radiological Waste (HTRW) remediation projects; (2) Performing micro computer systems software analysis, design, development and integration; (3) Performing micro computer systems software maintenance and operation; (4) Providing training and telephone "hotline" support to the Tri-Service cost engineering community; (5) Reproduction and distribution of products and training materials; and (6) Preparing general construction cost estimates, models, and/or assemblies in support of the general cost engineering community. Award of this contract shall not limit the Government's authority to secure similar TRACES related support from other contract sources. These services will be acquired using North American Industry Classification System (NAICS) code 541511 - Custom Computer Programming Services. The IDIQ will have a capacity of not- to- exceed $5.4 Million over a one-year base and 4 one-year option periods. Since these services are commercial and the Test Program for Commercial Items has expired on January 2012, FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation will be used for solicitation and award. The successful contractor shall furnish all services and supplies requested by the Contracting Officer through the issuance of task orders. The Contractor shall provide qualified personnel in the scheduled disciplines to: (1) Perform specified services and (2) Furnish the management, administration, training, travel, supervision, quality assurance, supplies, materials and equipment (not otherwise furnished as Government Furnished Materials). These personnel shall deliver services within schedule and in accordance with contract terms, reference documents conditions, specific contracts and task order requirements and contract clauses. The following items may also be required by the Contractor as part of this acquisition: Software Development, Update, and Maintenance, Miscellaneous Evaluations and Reports, Cost Engineering Support, Telephone Hotline Support, Software Training for User Community, and Optional Ancillary Task Order Supplementary Work, and Future TRACES Enhancements. The RFP/Solicitation will be available on or about 23 Apr 2012.
