Description
Requirements-type contract for meals, lodging, and transportation for applicants processing through the Buffalo Military Entrance Processing Station (MEPS) located at 2024 Ent Avenue, Building 799, Niagara Falls, New York 14304 during the base period of 1 October 2012 through 30 September 2013, with four one-year option periods. Services are for a supper meal, overnight lodging, breakfast the following morning, en masse transportation to the MEPS immediately after breakfast, evening transportation for applicants receiving night testing, and other miscellaneous transportation. NOTE: The MEPS is located on a Department of Defense (DoD) Installation. The contractor shall be required to enter the main base via Lockport Road and undergo a mandatory 100% accountability check. The MEPS will send an employee to the Entrance Control Point (ECP) to meet the bus, account for all applicants, and sign the bus onto the installation; this process may take 5 - 10 minutes depending on the number of applicants being transported. There is a 30-minute window between the end of breakfast and the time at which applicants must arrive at the MEPS. However, based on the government's mandatory 100% accountability check, the winter weather experienced in the local area, and to ensure applicants are consistently delivered on time to the MEPS, only those hotels located within 20.0 minutes of the MEPS address above, as mapped on randmcnally.com, will be considered. Offerors shall consider the distance from the proposed hotel to the Buffalo MEPS address above in determining if the offeror can consistently meet the government's 20.0 minute transportation time requirement. Transportation carrier must be DoD approved at the time the proposal is submitted, if the carrier is a non-organic hotel resource. Base period per applicant price is capped at $115.00, inclusive of meals, lodging, and all transportation. Estimated number of applicants processed annually is 4,679. The average number of applicants processed daily is 17; however, the possibility exists for the daily number to reach 45. Each applicant will be lodged for only one night. This contract is not for long term stays. This contract will be awarded on a best value basis using the tradeoff source selection process. The appropriate NAICS code is 721110 with a size standard of $30,000,000.00. This acquisition is unrestricted; all responsible sources may submit a proposal(s). The solicitation will be posted on the Federal Business Opportunities website at https://www.fbo.gov on or about 11 April 2012 with proposals due on or about 11 May 2012. These dates are estimated and subject to change. The due date may be adjusted based upon the actual date the solicitation is issued. All amendments to the solicitation will be likewise posted to this website. Paper copies of the solicitation or amendments will not be issued. Contractors are cautioned to check the website periodically. No solicitation mailing list will be compiled. Contractor is responsible for all costs of producing and mailing their proposal. Proposal must be written, submitted in accordance with the instructions on pages 12 and 13 (approximate page numbers) of the solicitation, and shipped to Mission and Installation Contracting Command Mission Contracting Office - Fort Knox, CCMI-CKX-KX, Bldg 1109B, Ste 250, 199 6th Ave, Fort Knox, KY 40121-5720. Package exterior must be marked with solicitation number (Block 5 of the solicitation) and the opening date (Block 8). Proposal will not be accepted by email or facsimile.
