Description
Synopsis: This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect potential to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Telephone calls are strongly discouraged; no questions will be entertained at this time. Background: The intent of the United States Marshals Service's (USMS) Office of Security Systems (OSS) is to procure X-ray machines that are market-ready systems. X-ray units are currently utilized at U.S. Courthouses and federally owned or leased facilities nationwide to ensure the personal protection of the Federal judiciary, personnel, property and assets. X-ray units are used for the detection of contraband (weapons, explosives, etc.) concealed within personal items being brought into U.S. Courthouses. The USMS utilizes two X-ray units with varying tunnel sizes; one for lobby screening purposes and one for loading dock/mail room package screening. Both units provide equal and optimal penetration and resolution, which is verified daily using American Society of Testing Materials (ASTM) daily verification test piece. At the discretion of the USMS, respondents may be requested to identify a suitable location to provide a product demonstration within a fifty mile radius of Washington, DC. Respondents are asked to provide the following information regarding X-ray units: • Manufacturer • Model number • Specification sheets • Extended specifications • Product literature • Availability on GSA Schedule, including schedule contract number and associated special item number (SIN) Please provide a response for each of the following questions or comments. All responses should correspond with the number and/or letter for each question/comment. Responses for all questions/comments should not exceed 15 pages, double-spaced in 12 point font. 1. Identify the following X-ray specifications (using U.S. standards): a. Height b. Tunnel Size c. Width d. Length (with roller tables) e. Length (without roller tables). f. Weight 2. Describe the X-ray units: a. Ease of access for service b. Conveyer belt design c. Maximum load rating of conveyer belt d. Distance required around the X-ray unit for serviceability 3. Identify/describe if the unit has emergency stop buttons for safety purposes, the number of stop buttons, and their location on the unit. 4. Describe any visual signals the X-ray unit utilizes to alert when the generator is in operation. 5. Identify whether the X-ray keyboard can be mounted on either side of the X-ray cabinet without the need to unscrew or disconnect any components? 6. Identify if the X-ray keyboard is capable of remote operations and the maximum distance allowed for operation. 7. Identify the number of monitors the X-ray unit utilizes and whether they can reside on top of the X-ray unit cabinet. 8. Identify the X-ray unit's sustained minimum Kilovolt anode voltage. 9. Describe the generator features on the X-ray unit: a. Sealed, oil bath, forced air cooling etc. b. Describe the generator beam direction (e.g. diagonally upward, etc.) 10. Describe the X-ray unit's design in regard to its capabilities ensure no objects being scanned in the X-ray tunnel are missed. 11. Identify whether the keyboard control buttons are raised. 12. Explain the following features on the X-ray unit: a. Describe all keyboard features and functions and identify whether the features are accessible without having to stop the conveyer belt. 13. Identify any software the X-ray unit utilizes. 14. Describe the X-ray unit's advanced technology and automated explosive detection capability and its ability to: a. Provide visual cues, audible alert or other data to aid a qualified operator in ascertaining the presence of threat objects. b. Provide visual and audible alarms independently operator controlled. 15. Describe the unit's threat color coding function and identify the colors displayed and any alarms that would sound. Identify if the operator is capable of removing any organic or inorganic information from the monitor screen by means of a single keyboard button without stopping the conveyer. 16. Describe your current system features for stopping the conveyer belt upon an automated alert to a potential threat item. Does the X-ray unit belt stop automatically or must it be stopped by the operator? Identify on which X-ray model(s) this feature is currently operable on. 17. Describe the methodology used in determining if an item is identified as a possible threat during the X-ray scanning process. 18. Describe the X-ray unit's zoom capability. Identify the type of visual alert used to identify the target area (e.g. box, number etc.) Identify whether the monitor screen goes to a full screen when a threat object is detected or if the zoom feature is utilized. 19. Identify the radiation dose rate of the unit per inspection. 20. Identify the electrical power requirements of the X-ray unit. 21. Identify whether the X-ray unit's imaging software is upgradeable without the need for any hardware modifications. 22. Identify the X-ray unit's standard monitor size and monitor resolution. 23. Identify whether the X-ray unit can provide the following forms of system startup and shutdown: • Cold Start • Warm Start • Normal Shutdown • Emergency Stop 24. Identify/describe whether the X-ray unit has the ability to store images for review without the need to reverse the conveyor belt or rescan the item. Identify the number of images that can be stored and how long they are stored. 25. Identify whether the X-ray unit has a graphical user interface (GUI) that meets the following: • There is no more than a one second delay between selection of a key or icon and response from the GUI • Operators can correctly identify and distinguish between labels, icons and colors • A message or icon displayed that indicates when the system is busy processing a screener-initiated or machine-initiated command 26. Identify whether the X-ray unit is capable of allowing a user to export images via a USB port or other device. Describe the software used on the machine to export the images. 27. Describe your standard warranty and identify whether it is included with the purchase of X-ray units. 28. Identify whether the X-ray unit has features to protect sensitive components and controls by providing the following: • Password-protected access to operational configuration parameters • Lockable maintenance access doors or highly visible, tamper-evident seals or alarms on assemblies that contain sensitive components and data. 29. Identify whether a user must log in with a unique identification and password before being allowed to operate the screening device. 30. Identify whether the X-ray unit prevents users from accessing the computer operating system through the screening software application. 31. Describe the user accounts and access level(s) of the X-ray unit. 32. Identify whether all filtration and cooling equipment is integrated inside the X-ray unit. 33. Describe the X-ray unit's capability to operate without degradation in performance when subjected to low frequency vibration, typical in federal facilities, such as heavy foot and forklift traffic, electric carts, large HVAC systems and outdoor truck traffic. 34. Describe the X-ray unit's online operator training capability (e.g. threat image projection (TIPS), operator basic operation etc.). 35. Identify whether the X-ray unit has a software interface for troubleshooting and diagnostics (automated diagnostics feature). 36. Identify how long it takes the X-ray unit to start up and be in ready mode. 37. Identify the X-ray unit's minimum scanning throughput capability of packages per hour, regardless of the package contents. 38. Describe the type of concealed weapon or explosives the system can detect, and identify what the operator will see or hear. 39. Identify/describe your operator training package that would be provided at the time of installation. What does it cover? 40. Identify/describe the alarm options on the X-ray unit. 41. Identify whether the X-ray unit clearly indicates to the operator whether the device is incorrectly calibrated, or not ready to scan. 42. Describe the following: a. The tools used to perform a machine calibration daily/monthly, etc. b. The length of time before an operable X-ray unit should be recalibrated. c. The time it takes the operator to calibrate the unit. 43. Identify whether your firm has the ability to service your X-ray machines in the United States and U.S. territories. If so, what are the approximate timeframes for those services? 44. Identify/describe any certifications or standards met by the X-ray system. 45. Describe the Mean-Time-Between-Failure (MTBF), Mean-Time-To-Repair (MTTO) of the X-ray unit. 46. The USMS utilizes a toll free number that can be called M-F 8am-5pm EST to provide real time national technical support as needed. Describe the level of technical support provided by your company for X-ray equipment. 47. Identify any federal agencies currently utilizing your X-ray units. 48. Identify whether your X-ray unit has been certified by the Transportation Security Laboratory (TSL). 49. Describe the approximate equipment delivery time after a purchase order is received. 50. Identify whether your firm has a process for the removal and disposal of X-ray equipment that is being replaced by a new unit. 51. Respondents are encouraged to include X-ray images obtained from the standard ASTM F792-01 Step Wedge X-ray Test Object that include wires and numbers that are clearly visible using the following criteria: • (Test #1) American Wire Gauge (AWG) • (Test #4) Penetrating Steel Note: the USMS will not provide any materials to facilitate any portion of this RFI. 52. Describe any other X-ray features not previously addressed in this RFI.
