Note: An Ombudsman has been appointed to hear concernsfrom Offerors or potential Offerors during the proposal developmentphase of this acquisition. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. 18.All responsible sources may submit a bid, proposal, or quotationwhich shall be considered by the agency. One or more of the items underthis acquisition is subject to Free Trade Agreements. 19.Based upon market research, the Government is not using thepolicies contained in Far Part 12, Acquisition of Commercial Items, inits solicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. 20.Award will be made only if the offeror, the product/service orthe manufacturer meets qualification requirements at time of award, inaccordance with FAR Clause 52.209-1 or 52.209-2. The solicitationidentifies the office where additional information can be obtainedconcerning qualification requirements and is cited in each individualsolicitation.21.Export Control does apply. 22.The solicitation will be available for download on the releasedate from www.fedbizops.gov.
