- Solicitation # FA8501-12-T-0038 The requirement is for a HEIM Ground Station Recorder and HEIM d200f Airborne Flight Data Recorder. THE PURPOSE OF THIS AMENDMENT IS TO ISSUE THE SOLICITATION IN WHICH QUOTATIONS ARE DUE NLT MONDAY 30 APR 12 at 3:00 P.M. EST. Currently we have the GSSr recorders installed on the following Operational Flight Program Aircraft Simulators; MC130H, AC130U, AC130H and HH60 Pave Hawk. This action will provide similar recording capabilities for the MC130E platform that will be compatible with the equipment we already have. The only source of these recorders is Zodiac Data Systems, INC. Station drawings would have to be updated and maintained separately, configurations and connections would be different and would be problematic for troubleshooting or hot swapping equipment in case of failures. Additionally, the HEIM d200f in this action is an Airborne Data Recorder that will be used along with currently owned D200f assets. The 580th SMXS currently owns two HEIM D200f Airborne Data Recorders that we use for DT&E software testing. The compatibility with already owned equipment is the focus of the decision to purchase the D200f. The recorder is also modular and the modules are shared between recorders as needed. DELIVERY - Place of delivery: 580 SMXS/Flight H, Building 229, Robins AFB, GA 31098 Purchase Description will be available when RFQ is posted. The approximate RFQ issue date will be 28 February 2012; proposals are due 30 Mar 2012. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFQ. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS). Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFQ. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. All questions regarding the RFQ must be submitted in writing to James.Kaari@robins.af.mil.
