Description
Request for Information - Capability Requirements Summary GEMS One-on-One Announcement Request for Information GEMS One-on-One Attendees OCI Briefing RFI Questions and Answers as of 20 Jan 2011 OCI Mitigation Plan Outline The Ground Element Minimum Essential Emergency Communications Network (MEECN) System (GEMS) will provide the ground element of the MEECN system the capability to receive, validate and disseminate Emergency Action Messages (EAMs) and perform alerting functions to initiate aircrew action. GEMS will provide AEHF, EHF, UHF, HF, LF and VLF communication waveforms and communication systems together with pagers/klaxons as plug and play communication capabilities into one operational system that can perform in both fixed and deployed strategic and non-strategic nuclear execution force missions. GEMS will deliver multiple fixed and transportable configurations developed utilizing a common system architecture to satisfy the GEMS requirements. The Government is interested in potential alternative source(s) of GEMS terminals currently being developed for the US Air Force. Two terminal configurations are of interest to the Government: (1) Configuration '1': Operator Station, AE! HF/EHF, VLF/LF, UHF, Pagers, Klaxons, and HF; and (2) Configuration '2': Operator Station, AEHF/EHF (note: if Configuration '2' is solely pursued by the Government in a future solicitation, an Interface Control Document (ICD) will be provided to support implementation of an external interface to other terminals providing separate communication capabilities).
