Description
This notice is not a solicitation announcement and will not constitute any commitment by the Government. A market survey is being conducted to gain knowledge of potential qualified small business sources to determine if they can effectively compete for award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option years with an estimated value of $1,000,000.00 per year totaling $5.0 million. Only Small Business Firms shall respond to this notice. Small business must be able to comply with FAR 52.219.14 - Limitations on Subcontracting. The U. S. Army Corps of Engineers, Mobile District anticipates future procurement requirements for a Health Care Agency to provide professional Registered Nurses who can provide Occupational Health Nursing Services for the South Atlantic Division (SAD) covering Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, Virginia, Puerto Rico, and Tennessee. Services will be provided to federal employees of participating agencies in accordance with OSHA, DOD, DOT standards, US Army Corps of Engineers regulations, SAD Regional Occupational Health Center (ROHC) protocols and other applicable directives. The Regional Occupational Health Center is headquartered in the Federal Building, 109 St. Joseph Street, Mobile, AL. The ROHC will provide guidance for Occupational Health Services within the Region. It is recommended that the Nurse Support in the region be recruited in or around the various District Offices: Mobile, AL (Occupational Health Clinic - on site), Jacksonville, FL (Occupational Health Clinic- on site), Savannah, GA (Occupational Health Clinic - on site), Wilmington and Raleigh, NC (periodic assignment for health promotion - no on-site clinic), and Charleston, SC (periodic assignment for health promotion - no on-site clinic). One full-time and one part-time RN will be needed at the Savannah, GA site. One full-time RN will be needed at the Jacksonville, FL site. Two full-time RNs will be needed at the Mobile, AL site. Full-time and part-time RNs manage occupational health and wellness programs utilizing outlying clinics as well as on-site clinics; provide emergency and acute care for federal employees working in an office setting; travel to field offices to provide wellness programs; and deploy to civil disaster missions as needed. PRN (as needed) RNs will be needed in the Wilmington, NC, Raleigh, NC, and Charleston, SC areas to provide periodic wellness programs, in all listed areas to back-fill positions, and for civil disaster duty as needed. Sources are being sought for firms with a North American Industry Classification System (NAICS) code of 621399, the size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $7.0 million for the past three years. Documentation (not-to-exceed 7 pages) should be submitted with the following considerations: 1. Limitation of Subcontract - Under Federal Acquisition Regulation (FAR) guidelines [48 CFR 52.219-14(b)(1)], the prime contractor must have the capability to perform at least 50% of the contract work with his/her own employees. Does your firm meet this criterion? Answer: Yes or No. 2. Insurance - Describe and discuss any and all of your firm's requirements for Federal, State, and local insurance coverage of RN staff. 3. Availability of the RN Pool - Discuss how your firm will provide and ensure availability of registered nurses (RNs), credentialed by your firm. This should include maintaining a pool of credentialed Full-time, Part-Time and PRN RNs. Nurses must be available within four (4) hours of notification for any and all requirements. The PRN RNs must be available to back-fill full-time and part-time RNs that may be out due to sickness or deployment. The PRN RNs may also be required to deploy in support of civil or military disasters. Generally, disaster deployment includes 12 hour days, 7 days a week, for up to 30 days, but may last longer. 4. RN Credentialing - Discuss your firm's process of credentialing RNs. 5. Drug Screening - Describe and discuss your firm's employee drug screening program. In the subject line of your email, state: Response to Occupational Health Nursing Services. You may also mail submittals or send by overnight courier to U.S. Army Corps of Engineers, Mobile District, 109 St. Joseph Street, Mobile, AL 36602-3620. Attn: Contracting (Alisa C. Murray). Submittals are due no later than 10 April 2012 at 4:00 p.m. Mobile local time. Large Businesses need not respond. Submittals will not be returned. Telephone responses will not be honored. NOTE: This is not a Request for Proposal, only a Request for Information. No award will result from this Notice of Sources Sought.
