Description
This is a Request for Information (RFI) as identified in FAR 15.201(c)(7). This is not a Request for Proposal (RFP). A solicitation is not being issues at this time, and this notice shall be not be considered as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The General Services Administration (GSA) is soliciting information (only) from national training vendors that provide On-line Training. This inquiry is being issued solely for planning purposes. This RFI does not constitute a statement of work (SOW) or a commitment to issue a SOW in the future. In addition, GSA will not incur any cost associated with the development or distribution of any information provided in response to this request. BACKGROUND The General Services Administration, Public Building Services, PBS Academy division is housed under the Office of Organizational Resources, Center for Employee Development and Training. Serving 6,700 employees, the PBS Academy provides needs-based training, which links educational and developmental opportunities to PBS business goals and strategic vision. The PBS Academy has developed a core of courses designed to equip individuals to think creatively and learn basic project management, customer relationship management and communications skills. The PBS Academy focuses on four areas: 1. Employee Orientation Professional Development Management Development Executive Leadership Development REQUIREMENTS The General Services Administration, Public Building Service, PBS Academy wants to support the agency business lines with developing a variety of on-line training that meets Sharable Content Object Reference Model (SCORM) or Aviation Industry Computer-Based Training Committee (AICC) compliance to post on GSA On-Line University learning management systems. GSA, PBS needs the capacity to develop on-line training to satisfy workforce skill building and maintenance, legislative, Federal, Congressional, industry, and/or agency requirements. The contractor must be able to: 1. Convert training into a SCORM and/or AICC electronic format. 2. Provide curriculum advisement and consulting. Curriculum advisement entails reviewing the training and providing feedback to the Contract Officer Representative (COR) and the Subject Matter Expert (SME) on the quality of adult learning theory principles exemplified in the training. The contractor will not develop training curriculum. 3. Meet the Government’s standard of 508 compliance as supported by the Rehabilitation Act of 1973 which was amended in 1998 to address the accessibility of electronic and information technology (EIT) for people with disabilities. 508 compliance includes the following: a. Audio capability b. Screen reading capability c. Font size 12 pts or higher d. Font color which doesn’t inhibit a visually impaired (colored blind) learner’s understanding of course content e. Tags on all graphics and pictures 4. Ensure SCORM and/or AICC compliance which is compatible with GSA’s On-Line University Management System. 5. Interactive activities, which may include: a. Animation b. Sound effects c. 3D simulated learning activities d. Any other interactive learning aids RFI PURPOSE AND LIMITATIONS Responses to this RFI are not offers and shall not be accepted by the Government to form a binding contract. The responses to this RFI may be used to assist the Government in to provide real estate financial skills training. Per Federal Acquisition Regulation (FAR) Part 10 - Market Research, this RFI is posted for data gathering and planning purposes only. It does not constitute a solicitation, and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. This RFI is an expression of the Government's interest only and does not obligate the Government to pay for the requested information nor respond to any submission. Proprietary information is not being solicited; however, if it is submitted, highlight and clearly mark those sections with "proprietary information". RESPONSES TO RFI FAR Provision 52.215-3 is hereby incorporated in full text: 52-215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) a. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal cost, of the Federal Acquisition Regulation. b. What is the cost and how much time would it take to convert a training containing five learning modules/chapters (an average of 25 slides and 5 knowledge check questions per module with a 25 question quiz) into a SCORM and/or AICC training product? 2. What is the hourly rate to deliver curriculum advisement and consulting as defined in this RFI? 3. When receiving training content, what types of software’s/electronic formats are acceptable to the Contractor? 4. Please list any SCORM and/or AICC complaint training software’s utilized other than Adobe Captivate and Dialog Design? Please provide your recommended approach.
