P-575 Joint Strike Fighter (JSF) Auxiliary Landing Field at Marine Corps Air Station (MCAS) Yuma, Arizona NAICS Code: 237310 Contract # N62473-12-R-1802 Contract Type: Firm Fixed-Price Target Award Date: June 28, 2012 Category: Y- Highway, Street, and Bridge Construction Description This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors of this project. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The estimated cost range is $25-$100Million. This shall be a Firm Fixed-Price, Design-Bid-Build contract with a performance period of three hundred sixty five (365) calendar days from notice of award. Proposers will be evaluated using a One-Phase, Lowest Priced Technically Acceptable solicitation procedures that result in award based on Best Value to the Government. The appropriate North American Industry Classification System (NAICS) Code is 237310 Highway, Street, and Bridge Construction and a Small Business Size Standard of $33.5M. This project consists of constructing a Field-Carrier Landing Practice (FCLP) training facility with Landing Helicopter Dock (LHD) training facilities to support the new Joint Strike Fighter Aviator Landing Skills Program at Marine Corps Air Station (MCAS) Yuma, Arizona. The work includes the following primary items: airfield pavement, flight control tower and air operation facility, fire and rescue shelter, aircraft fueling areas, aircraft maintenance shelter, taxiway, vertical take-off and landing pads, storm drainage structures, infrastructure including non-potable water supply and storage, fire protection system, and access roadway and parking, and incidental related work. This project fulfills critical requirements to support the establishment of the JSF squadrons at MCAS Yuma. The facility is to be built in a remote location on the Barry M. Goldwater Range (BMGR) that contains general range-related debris and Materials Potentially Presenting an Explosive Hazard (MPPEH). The proposed contract listed here is unrestricted, full and open competition to participation by all interested large and small business firms with specialized experience and qualifications required by this project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal addressing corporate experience, past performance, safety past performance; small business utilization, and a price proposal for evaluation by the Government. It is anticipated the electronic solicitation Request for Proposal (RFP) will be posted and available in NECO at https://www.neco.navy.mil/ and also be available in FedBizOpps (FBO) at www.FBO.gov on or about 16 April 2012. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Interested parties must register with NECO or FBO to obtain access to the solicitation RFP. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. Registration instructions can be found on the NECO or FBO websites. Interested parties are encouraged to complete the NECO Vendor Registration (see NECO Vendor User Guide found in NECO website) and add your company information to the Solicitation Plan Holder List in order to receive notification by email of amendments/documents as they become available and are added to the solicitation posted in NECO.
