Description
COMBINED SYNOPSIS/SOLICITATION- PRODUCE 2-D TRACKS FOR TRACKED TAGGED FISH This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation, R12PS80225, is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-57. This solicitation is 100% Total Small Business Set-Aside, the associated NAICS code is 541330, and small business size standard is $18.5M. This combined synopsis/solicitation is for the following commercial item:**Contract Line Item Number (CLIN) 0001: 1 each: Produce 2-D tracks for tracked tagged fish.Review of tracks and participate in determination of fate of tracked tagged fish. Process, produce, and provide 2-D tracks (Microsoft Access Database (*.MDB) files) for up to 225 Vernalis Adaptive Management Program (VAMP) study origin, Hydroacoustic Technology, Inc. (HTI) acoustically-tagged fish detected at Tracy Fish Collection Facility (TFCF) in 2011. Data deliverables shall be developed in coordination with the Bureau of Reclamation. 2-D position track time-series shall be developed for tagged fish detected in the acoustic tag hydrophone array located in the primary collector area at the TFCF over the 2011 monitoring period. Reclamation used HTI's fish tags on the subject fish. HTI's nanotransmitters are uniquely coded, and their software is needed for analysis. ** Delivery/Acceptance: FOB Destination: Department of the InteriorBureau of Reclamation6th and Kipling StreetDenver Federal CenterBuilding 67, Entrance E-3Denver, Colorado 80225-0007 Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; and (iii) past performance (see FAR 15.304). Technical and past performance, when combined, approximately equal to cost or price. The offeror must either have a completed profile at the web site https://orca.bpn.gov/, or include with the offer a completed copy the Online Representations and Certifications Application (ORCA), which is the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition; the FAR clauses cited in the clause applicable to the acquisition are 52.204-10, 52.209-6, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-13, and 52.232-33.
