- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Small Business Set-Aside: Proposers will be asked to indicate the size category (large, small, small-disadvantaged, etc) The Government has a requirement to provide qualified personnel, material and services necessary to offer confidential, professional counseling, referral and appropriate treatment of employees of Naval Surface Warfare Center (NSWC) Crane. Services shall relate to personal problems, challenges or difficult situations that have or could have an adverse impact on job performance and or conduct. Such situations may include but are not limited to family matters, misuse of drugs and/or alcohol, surviving natural disasters, etc. Services shall also be available to employees family members and other individuals in which the employee maintains a relationship akin to family. Contractor requirements shall include but are not limited to onsite training, onsite emergent counseling, and on demand via telephone availability. Period of Performance will be 1 year, with two additional 1 year option periods. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Ms. Jenn Heldt, Code CXMS VH at Tel: (812)-854-3860 or email jennifer.heldt@navy.mil. Reference the above solicitation number when responding to this notice. All changes to the requirement that occur prior to the closing date will be posted to FEDBIZOPPS and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
