Description
This presolicitation notice is being posted in advance of final Solicitation No. M67854-12-R-3019. Marine Corps Systems Command (MARCORSYSCOM) intends to procure an Arctic Shelter to provide environmental protection to Marines and equipment from the debilitating and deadly effects of continuous exposure in extreme cold weather conditions. The Arctic Shelter will replace the current 10-Man Arctic Tent in active and reserve components and training commands. The Arctic Shelter is a four-season shelter that will protect 15 Marines from the effects of an extreme cold weather environment down to -25 degrees Fahrenheit. The new shelter will use the latest materials and technology while retaining the same function as the existing shelter. The size of the new shelter will be increased to accommodate 15 Marines and their currently fielded cold weather clothing and equipment. The forthcoming solicitation will be issued on the basis of full and open competition and will include all instructions for offerors to follow when submitting a proposal. The solicitation will be issued as a commercial procurement under Federal Acquisition Regulation (FAR) Part 12 guidelines. The NAICS code will be 314912, with a size standard of 500. This is a Presolicitation Notice only; no proposals are being requested at this time. Information contained in this notice is subject to change. MARCORSYSCOM intends to issue a solicitation for a maximum total Arctic Shelters over a 5-year period. The Government will award a single, firm-fixed price, indefinite delivery/indefinite quantity contract with multiple option years for the Arctic Shelter to one offeror whose proposal submission is determined to be the best value to the Government based on the tradeoff process described in FAR 15.101-1. Completion of Phase I of the source selection, establishment of the competitive range, and award of a separate purchase order for test articles for Phase II of the source selection is anticipated by 30 September 2012. The contract will be divided into a basic period for 465 shelters, plus 4, one-year options for up to a total of 2,324 Arctic Shelters. The contract will also have line items for commercial manuals, training materials/training aides, and new equipment training Performance attributes, a draft solicitation, and other pertinent information has been previously posted to the Federal Business Opportunities (http://www.fedbizopps.gov) and the Navy Electronic Commerce Online (NECO) (http://www.neco.navy.mil) websites under solicitation number M67854-12-R-3019. The same number will be used for the final solicitation. Of note, the final solicitation will revise the weight requirements as follows: the threshold weight will be 150 pounds and the objective weight will be 103 pounds. Evaluation factors will be set forth in the forthcoming solicitation. Solicitation No. M67854-12-R-3019 will be posted on the internet at http://www.fedbizopps.gov, and http://www.neco.navy.mil. The due date for proposal submittals will be July 2012. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to lisandra.torres@usmc.mil. No phone calls will be accepted. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C 2533a). In order to be eligible for award, interested parties must be registered into the Central Contractor Database (CCR), http://www.ccr.gov.
