QUESTIONS & ANSWERS: 1. Who is the incumbent for this work? Are they a small business? - There is no incumbent for this work. 2. Looking at the amount for each category, I was wondering if I could get clarification on these amounts and how they are charged. 6ea per month is this hourly or on a daily rate. Extended cost is this all inclusive with the logistics of an instructor? - The amounts listed within the schedule are to be charged on a per course basis. The extended cost would be the cost per course multiplied out by the estimated number of courses we plan to have per year. 3. I am a startup company with no past contracting experience. Would this ultimately disqualify me from the proposal process? - In accordance with FAR 15.305 (a)(2)(iv): "In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance." 4. Section B Pricing CLINS Colums 5 and 6 state "Mthly. Price" and "Extended Price", respectively. Does this mean NIH anticipates to have 6 of each type of class per month so 72 per year or 6 per year and the value that goes on the monthly colum is the cost per course offering? - The "Mthly. Price" was mis-type and should state Course Price. It is the intent to hold 6 courses per year. This has been corrected in the revised solicitation (attached). 5. Section B.2.3 Statement of Work describes the courses request and states that all labor, materials, supervision, expertise necessary to provide services and then goes on to list 25 courses of which most do not have a set time frame requested or required. Does NIH have a minimum or maximum set of hours for each course listed? - The courses and their respective timeframes are have been now been attached in an excel spreadsheet. 6. Section B.2.3 states each class should allow for 25-30 participants per course. What is the expectation of NIH for student provided materias for each class? Is the expectatim that each student will receive coursde materials for their retention? Are copies of slides presented adequate or is NIH lookinf for detailed manuals, etc.? - The materials presented to go to participants will vary from each course. Materials presented to participants for retention must be adequate for utilization of referencing in the future. 7. The solicitation attached is incomplete since it stops mid-sentece at page 40. Please send a complete copy. - A complete copy has been attached to this posting. It is 42 pages in length. 8. What is the expected length of these courses and what level of detail is expected? - Please see answer to question 5. 9. How will the classes be scheduled - daily, weekly, etc.? - This can vary depending on schedules of employees and availabilty of training rooms. We try to schedule between 2-4 courses per month. 10. Where will the classes be provided - your location or ours; locally or remotely? - Courses will be held onsite at NIH's facilities. 11. If available, may we get copies of pervious bids for similar RFPs? - There is no previous information, however most courses are taught by the Federal Occupational Health. Which of these current courses are currently being taught? - All of the listed courses are currently provided either through online or classroom instruction. 13. For all courses currently being taught, will NIH make available to the successful bidder electronic copies of each of the nmaterials (such as approved Powerpoint files, files approved for handout materials and course syllabi) by NIH for use in these courses? - The existing course content is proprietary. The courses identified in the RFP are to be developed by the successful offeror. NIH will provide copies of pertinent policy that should be incorporated into the course; however, for the sake of cost estimates, all courses should satisfy OSHA requirements. 14. Most of these courses are not standardized accourding to length or depth. Courses shch as those on electrical safety, hazard communication, accident investigation and several others can vary significantly in length according tot he preferance to the customer. For those courses where the RFP does not state the length, please indicate the length of each course as currently taught. - Please see the response to question 5. 15. CLIN 0006 "High Voltage Galvanic (HVG)" Training. HVG is a type of electrotherapy treatment used by physical therapists. The course description on Page 7 does not match the definition. Can you please clarify. - HVG in this safety realm refers to high voltage group (not galvanic) which is a group of electricians that deal only with 600 volts and above. This misprint has been corrected via RFP Correction 2. 16. Is it the intent of CLIN 0006 or 0007 to meet the training requirements of OSHA and the NFPA 70E "Standard for Electrical Safety in the Workplace"? - Yes, there are several groups that require different levels of training, maintenance, general electricians and high voltage electricians. 17. Does NIH want CPR training included as part of the First Aid Training? - While not required, that would be acceptable or may scheduled back to back for those who do not want to take both. 18. Regarding the 40-hour requiremetn for the confined space training. The hours seem excessive to meet the OSHA training requirement as well as the course description. Does NIH have an existing course agenda for this course? Would NIH consider a course with fewer hours? - The initial course should be 3 days = 24 hours and the refresher course should be 8 hours. The information has been corrected via RFP Correcction 2. 19. Will NIH provide Powered Industrial Trucks, Bucket Truck and kabota for training? - Yes. NIH will provide this equipment. 20. 25-30 participats is a large number of students for those courses that require hands-on participation, for example Bucket Truck Training. To ensure student retention and to give each student an opportunity to participate in hands-on activities, would NIH consider a smaller course size for those courses requiring hands-on training with equipment? - Yes, the course size is negotiable for hands-on training. Please provide any class size limitations within your proposal. 21. NIH is requiring Rigger 1 and Rigger Supervisor training for Hoist and Cranes. Can you provide a list of the types of hoists and cranes used by NIH personnel? - Rigger 1 and Inspector Training - we have primarily overhead gantry type cranes and a variety of hoist types from those on the gantry to lever hoists. 22. Will multiple vendors be awarded? - It is the intent of the Government to award a single award for the training outlined within the solicitation. 23. Can you bid on specific courses or is it for all training courses? - Please provide a response for the solicitation in its entirety. 24. Are you open to multiple vendors to provide the training or consolidate with one vendor? - Please refer to Question 22. If a contractor wishes to subcontract out parts of the work, that information should be listed within the response. 25. Do you have a bucket truck and forklift on had or do we need to provide? - The Government will provide this equipment for the training. 26. Are all classes only to meet OSHA standards, or other standard that may apply to maintenance personnel as well? - All classes must meet OSHA regulations as well as any NFPA, NEC and other federal and state governing regulations. Additionally, any training involving construction activity must follow the Army Corps of Engineers EM 385-1-1.
