- Description
- NASA/GSFC has a requirement for one (1) each Model V-640a Spectrograph DEMO.NASA/GSFC intends to purchase the items from Brandywine Photonics only. This DEMOtestbed spectrometer is compatible with the NASA Enhanced MODIS Airborne Simulator (EMAS)electrical interface and control software. EMAS is an airborne imaging spectrometerwhich will fly on the ER-2 aircraft during the summer of 2012, for which GSFC requires atestbed to validate and test on-board data processing system in the lab prior to flight. The test-bed spectrometer shall operate with the same command and data preprocessingcapabilities as EMAS including shutter control, lamp stability, monitor interface andthermal control interface. Brandywine Photonics was found to be the only responsiblesource able to guarantee compatibility to the EMAS electrical, data and softwareinterface sufficient for airborne flight testing.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 12, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Authority is 10 U.S.C. 2304(c)(1)Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
