- This is a Combined Synopsis-Solicitation for one brand name or equal Isotopic Water Analyzer and accessories. This combined synopsis and solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED. The U.S. Geological Survey, California Water Science Center, CA seeks to purchase a real-time isotopic analyzer designed for liquid water and vapor measurements of δD and δ18O of H2O such as a Picarro L2130-i system or equivalent. To have a quote considered, all vendors must provide manufacturer, part numbers and extended specifications of the exact model being proposed for all line items. No exceptions. Failure to provide this information will result in a non -responsive quote and removal from the award consideration. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-57. The solicitation number for this procurement is G12PS00283 and is issued as a request for quote (RFQ). This request is issued as a small business set-a-side. The North American Industry Classification System (NAICS) code is 334516 with an applicable size standard of 500 employees. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER, NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein.EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable.All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated. ORCA registration for on line representation and certification requirements may be viewed via the internet at www.bpn.gov. Information concerning CCR requirements may be viewed via the internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Offerors that fail to furnish the required representation information via submission or ORCA registration, or reject the terms and conditions of the solicitation, may be excluded from consideration. LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered.All quotes shall arrive to the attention of Gerry Lewandowski via email at glewando@usgs.gov NO LATER THAN 2:00 P.M.
