Description
This is published as a sole source announcement under the statutory authority at 10 USC 2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division-Contract Operations Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to negotiate and award a contract on a sole source basis to Rockwell-Collins, Inc., 400 Collins Road Northeast, Cedar Rapids, IA 52498, for the conversion of a total quantity of 750 GPSIS Receiver Circuit Card Assemblies (CCAs) from NSN 5825-01-529-2565 to NSN 5998-01-536-9465 to be usable within the Long Range Scout Surveillance System (LRAS3). The CCAs contain proprietary software that enables them to communicate with specific systems. The aforementioned quantity of CCAs does not currently operate with the LRAS3 system. The Contractor shall remove unusable software and reprogram each NSN 5825-01-529-2565 CCA with the Attitude Determination Software (ADS), Part Number 091-3304-102, converting the CCAs to NSN 5998-01-536-9465. TYAD expects to support the LRAS3 until 2030, however both GPSIS Receiver CCAs are becoming obsolete and no other version has been approved for use. The Government does not have sufficient technical data for the end-item to propose a redesign to the CCA nor does the Government own a technical data package (to include software code) suitable for a competitive acquisition. Rockwell-Collins, Inc. (Rockwell) is the original equipment manufacturer (OEM) of both versions of GPSIS Receiver CCAs and is also the copyright holder/licenser of the ADS. Raytheon, the OEM for the LRAS3, the TYAD end item of repair, confirmed that the Rockwell-Collins GPSIS Receivers are the only CCAs that will work within the LRAS3 and only if programmed with the appropriate software. Raytheon also confirmed that Rockwell-Collins is the sole provider and licenser for this software The required delivery is 150 CCAs per month with the entire effort completed within six (6) months. This notice of intent is not a request for competitive proposals. Any firms believing they can provide the requirements for the conversion of the LRAS3 GPSIS Receiver CCAs from NSN 5825-01-529-2565 to NSN 5998-01-536-9465 should within ten (10) days of this notice, contact the Contract Specialist identified below, and submit a capability statement which will be reviewed for consideration.
