- This procurement is for Medical Review Officer Services (MRO). With the implementation for the Drug-Free Workplace Program in accordance with Executive Order 12564 and the Omnibus Transportation Employee Testing Act of 1991, the Office of Civilian Human Resources under the Department of the Navy must ensure that all urinalysis test results received from the laboratory are reviewed by a MRO. The MRO must be a licensed physician holding either a Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.) degree. The MRO has the following responsibilities: Determine that the information on the Federal Drug Testing Custody and Control Form (Federal CCF) is correct and complete; Interview the donor when required; Make a determination regarding the drug test results; Report the result to the Federal agency, and, Maintain records and confidentiality of the information. Historically, the monthly average tests conducted by the MRO are 2,500 to 4,000. The proposed procurement is being processed as a 100% Small Business Set Aside. The period of performance is from 16 June 2012 through 15 June 2013, with two 12-month Option periods. A firm fixed price contract will be issued and conducted in accordance with FAR 12. The solicitation number for this acquisition is N00189-12-R-Z044 and will be made available electronically in mid-April 2012 to www.neco.navy.mil. The applicable NAICS Code is 621511.
