- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR Part 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is R12PS60190 and is issued as a Request for Quote (RFQ) for a firm fixed price (FFP) contract for aerial seeding services, unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-57. REQUIREMENTThe Contractor shall seed designated areas in conformance with these specifications and the Detailed Specifications. Unless otherwise specified, the Contractor shall furnish at work sites all equipment, labor, supplies, and materials required to complete the job. The Contractor shall service and repair their equipment as necessary to maintain satisfactory progress on work. The place of performance shall be at Tiber Reservoir, located in Chester, Montana. The associated North American Industrial Classification System (NAICS) code for this procurement is 115112 with a small business size standard of $7,000,000.00. This requirement is a small business set-aside and only qualified quoters may submit quotes. The resulting contract will be a firm-fixed price type. The purchase order will be awarded to that responsible quoter whose quote conforms to the essential requirements of the solicitation and is the most advantageous price to the Government. The Government reserves the right to reject any or all quotes and to waive informalities and minor irregularities in offers received. In accordance with FAR 9.105-1, the Contracting Officer may request a quoter to provide detailed information relating to his responsibility and, as necessary, to the responsibility of his proposed subcontractors. The Contracting Officer expressly reserves the right to reject the quote of any quoter determined to be nonresponsible.
