Description
Drawings Sheets 6-9 Drawings Sheets 1-5 Solicitation Package The West Fork Clear Creek Decommissioning Project consists of reconstructing Road 650H (approximately 2 miles in length) and then decommissioning approximately 13-17 miles of road. The road construction work shall be completed prior to commencement of the road decommissioning and is subject to Davis Bacon labor laws. A payment bond will be required to cover the value of the construction work if it exceeds $30,000. The road decommissioning work is service work and is subject to the Service Contract Act. Approximately 95% of this work is complete recontouring of the roadway. The other 5% of the service work is removal of drainage structures on a section of road. Fully recountoured roadways will be decompacted. For all roadways in the project all fill material in draws will be removed and stream channels restored to natural grade and dimensions. All disturbed areas will be seeded. In addition, native forbs and shrubs will be transplanted from areas adjacent to the road. Grade control structures will be constructed in newly reconstructed stream channels. The project is located southeast of Kooskia, Idaho. From Kooskia travel south on Highway 13 for 11 miles to the junction of the Sally Ann Road. Turn left and travel 3.5 miles east to Clearwater, Idaho. Turn right on County Road 284 and travel south for 3.5 miles to the junction of Forest Road 1106. Turn left and head north east to the beginning of the project area. Estimated performance period is June through October 2012. This acquisition has been set-aside for HUBZone Concerns. Respondents must be certified HUBZone Concerns with the U.S. Small Business Adminstration to be eligible for contract award.
