Description
The U.S. Geological Survey, Office of Acquisition and Grants, Sacramento Branch intends to negotiate and award a noncompetitive simplified acquisition (purchase order) with the Research Corporation of the University of Hawaii, as fiscal agent for University of Hawaii at Hilo and the Center for the Study of Active Volcanoes (CSAV) to conduct an international training course designed to disseminate knowledge and techniques for forecasting volcanic eruptions to scientists from developing nations. The emphasis of the training course is on the development of practical skills, integrating both field and classroom experiences. The field training emphasizes volcano monitoring methods currently in use by the USGS. Participants are taught the use and maintenance of volcano monitoring instruments. The training program addresses the assessment of volcanic hazards and the interrelationship of scientists, government officials, and the news media during volcano crises. Completion of the program results in a certification in volcano monitoring. CSAV is a joint venture between the University of Hawaii at Hilo, the University of Hawaii at Manoa, and the U.S. Geological Surveys Hawaiian Volcano Observatory. CSAV is the only institution in the United States which offers formal training in the monitoring of active volcanic processes and managing volcanic crises. Therefore, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), there is only one source reasonably available which can meet the immediate requirement described above. The proposed action will be a firm-fixed price purchase order awarded noncompetitively in accordance with FAR 13.106-1(b)(1) as stated above, utilizing the Simplified Acquisition Procedures of FAR Part 13. Any other interested and capable sources may submit a capabilities statement to the Contracting Officer via email at jcaravelli@usgs.gov for the purposes of determining whether competitive opportunities exist. Capabilities statements must specifically address the requirements described above and demonstrate existing expertise in providing comprehensive training in volcano monitoring techniques. Capabilities statements must be transmitted not later than close of business local time Friday, 13 April 2012 to be considered for this immediate acquisition.
