Solicitation Number: VA245-12-RQ-0160 Notice Type: Presolicitation Synopsis: PRESOLICITATION NOTICE - COLLECTION & DISPOSAL OF SOLID WASTE Furnish all labor, tools, materials, equipment, and personnel necessary for the collection and disposal of solid waste for the Department of Veterans Affairs Medical Center (VAMC), 510 Butler Ave, Martinsburg, WV 25405, in accordance with all terms and conditions of the proposed contract. General Description of the work The Contractor shall be responsible for the collection and disposal of waste items to an authorized landfill waste site in accordance with the Department of Transportation, EPA and all local, state, and federal laws regulating the waste industry. Contractor shall assume full responsibility for compliance with all Federal, State, County and City laws, rules and regulations governing collection and disposal of waste materials. Disposal shall be performed in such a manner as not to create conditions detrimental to public health or to constitute a public nuisance. Contractor is responsible for obtaining all necessary permits, licenses, manifests and necessary documentation in order to comply with all federal state, and local laws, regulations and ordinances applicable to the transportation and handling of solid waste as performed under this contract. WORK HOURS: Normal hours of operation of the hospital are 8:00 am to 4:30 p.m., Monday through Friday, excluding weekends and official federal holidays which are as follows: New Year's Day Martin Luther King Jr Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day INSPECTION: The right is reserved to thoroughly inspect and investigate the establishment, vehicles and supplies and other qualifications of any offeror and to reject any offer, irrespective of price, which shall be administratively determined lacking in any of the essentials necessary to assure acceptable standards of performance. If any equipment is added or replaced after inspection, subsequent to award of contract, it shall be inspected and approved by the COTR before being placed in use under this contract. DRIVERS: The right is reserved to inspect the drivers' licenses and driving records and other qualifications of employees as to capabilities of performing the duties necessary to assure acceptable standards of performance subsequent to award of contract. EVIDENCE OF INSURANCE COVERAGE: Before award of a contract, the contractor shall furnish to the Contracting Officer, a Certificate of Insurance which shall contain an endorsement to the effect that cancellation of, or any material change in the policies which adversely affect the interests of the Government in such insurance shall not be effective unless a 30 day written notice of cancellation or change is furnished to the Contracting Officer. LICENSES AND PERMITS: Contractor shall provide licenses and permits without cost to the Government for vehicles, operators and labor to remove bulk/container. TYPES OF WASTE COVERED: The following listing specifies the most common types of waste disposed of under the terms of this contract; the Government reserves the right to identify other types of waste to be disposed of under the terms of the contract. "General "Wet Garbage "Construction debris, including stone, brick, plaster, wood, metal, etc. "Scrap metal, plastic, wood, etc. "Scrap furnishings and equipment "Mattresses and bedding "Grounds care debris, including grass clippings, branches, leaves, etc. "Glass and glassware "Dry sludge RECYCLABLE MATERIALS: "Plastics TYPES OF WASTE NOT COVERED: The following listing specifies the most common types of waste not covered by the terms of this contract. "Regulated medical waste "Radioactive waste "Hazardous waste, including hazardous chemical waste "Sewage and other materials which may be legally discharged to a sewer The contract is for a period of 12 Months plus Four Option Years.
