Description
This procurement was previously synopsized as the Payload Operations IntegrationFunction (POIF) and is now identified as Mission Operations and Integration (MO&I).NASA/MSFC intends to issue a Draft Request for Proposal (RFP) to seek industry commentsfor the Mission Operations and Integration (MO&I) procurement. The anticipated releasedate of the Draft RFP is on or before March 29, 2012, with industry comments due on April19, 2012. It is anticipated that an industry briefing and a site visit for this procurement will beconducted on April 12, 2012, at 9:00 a.m. CDT, at MSFC Building 4663, Room A164. Afterthe industry briefing and the comment period, a Final RFP will be issued. All responsiblesources may submit an offer to the Final RFP which shall be considered by the agency. It is anticipated that this will be a Cost Plus Award Fee (CPAF) contract, with a periodof performance of up to 5 years. This procurement will support the ongoing requirementfor International Space Station (ISS) Payload Operations & Integration Function (POIF) atMSFC and potentially for other projects such as Space Launch Systems (SLS), free-flyers,or payloads on other spacecraft. This effort includes the following:(a)Management: These services include overall management encompassingimplementation, management, measurement, and participation in all internal and externalprocesses necessary for the adequate execution of the activities described in thePerformance Work Statement (PWS).(b)Operations Integration: These services include the integration function acrossall POIF disciplines to meet increment/flight schedules and certification.(c)Operations Preparation: These services include operations preparation functionsnecessary for the development and integration of ISS payload operations products.(d)Mission Execution: These services include preparation to support real-timemission execution and responsibility for real-time ISS payload operations.The North American Industry Classification System (NAICS) code for this procurement is541712, Research and Development in the Physical, Engineering and Life Sciences (exceptBiotechnology), Research and Development for guided missiles and space vehiclesincludes evaluations and simulation, and other services requiring thorough knowledge ofcomplete missiles and spacecraft with a size standard of 1000 employees.This anticipated procurement is unrestricted regarding business size. The Government does not intend to acquire a commercial item using Federal AcquisitionRegulation (FAR) Part 12.NASA FAR Supplement (NFS) Clause 1852.215-84, Ombudsman, is applicable.
