Description
Access Request Form The project consists of the design and construction of a 220 kV electrical transmission system from the existing Kabul Southwest substation to Gardez. The project includes design and construction of a substation with indoor switchgear. Substation designs shall include all necessary functions including but not limited to grading, drainage, switchyard rock and roads, fences, grounding, structural foundations, dead-end towers, bus work, lightning and surge protection, instrument transformers, transformers, breakers, disconnects, and telecommunication systems for voice, data and security. Demining, security and Defense Base Act Insurance are also required. The objective is to provide electricity to un-served population centers, provide a backbone for a national grid and allow for future expansion of this grid. The solicitation will include two separate and distinct bid schedules. Bid Schedule "A" will consist of the base bid (Electrification of Pul-e-Alam) and an option for the electrification of Gardez. Bid Schedule "B" will consist of the base bid (Electrification of Pul-e-Alam) and options for the electrification of Gardez; NEPS connection from Kabul Southwest to Pul-e-Alam; and NEPS connection from Pul-e-Alam to Gardez. Award will be made based on the bid schedule that is most advantageous to the Government in meeting the objective to provide a cost effective, reliable transmission system for the distribution of electric power in Afghanistan to areas such as Logar and Paktiya. The solicitation may also include optional Government Furnished Material (GFM) for a portion of the required equipment. NAICS 237130 will be applicable to any contract award resulting from this RFP. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 - Experience; Factor 2 - Key Personnel; Factor 3 - Past Performance; Factor 4 -Schedule; and Factor 5, Price. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION ON ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. Estimated cost range of this project is $50,000,000.00 to $100,000,000.00 USD. The period of performance is 518 calendar days (base bid). Issue date for the Request for Proposal is on or about April 10, 2012 with proposals due by 2:00 p.m., local time, on or about May 21, 2012. Detailed evaluation criteria will be conveyed within the RFP. The contract is to be awarded on a Firm Fixed Price basis only. All responsible sources may submit a proposal, which shall be considered by the agency. Solicitation documents, plans and specifications will only be available to those who have completed the access request document via the Federal Business Opportunities (FBO) homepage located at www.fbo.gov. Registration for plans and specifications must be made via FBO Internet homepage. Access Request Instructions are outlined below. Hard copies of the RFP will not be provided. No written or faxed requests will be accepted. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to FBO at the above web address. Hard copies of amendments will not be furnished. It is the contractor's responsibility to monitor the web site for any amendments to the solicitation. Contractors are required to download the solicitation (including drawings) and all amendments. Paper copies will not be available. The official media of distribution for this solicitation is WEB ONLY. Liquidated Damages will be specified. SPECIAL NOTE: All responders are advised that this requirement may be cancelled or rescinded at any time during the solicitation, selection, evaluation, and/or final award process based on decisions related to DOD changes in force structure and disposition of US Armed Forces. The request must be completed fully to be authorized access. Afterwards, you must login to www.fbo.gov, search for the RFP number W912BU-12-R-0007 then follow these next steps: I. If a package requires explicit access, when the "packages" sub-tab is clicked, the vendor will see a warning indicating that the sensitive, but unclassified documents require "explicit access". II. To request "explicit access" use the "request explicit access" button. III. If a request for explicit access was previously submitted, and is pending review, the vendor will see designation that explicit access was previously requested. IV. Vendors will receive an email notification once their request has been approved or rejected.
