- The purpose of this requirement is to maintain continuity of a highly competitive, Interagency, hands-on immersion training program under the guidance and purview of the Secretary of Defense. The Consultant to this program provides specialized military and historical training and leadership facilitation over a 10 month training cycle to participants of the Executive Leadership Development Program (ELDP) while in a garrison environment and in the field.
