- The U.S. Army Corps of Engineers (USACE), Jacksonville District, intends to award a non-personal services contract to provide an Employee Assistance Program in support of the entire USACE Jacksonville District by: Providing Human Resources (HR) assistance to federal civilian employees whose alcohol abuse, drug dependence, medical, emotional, financial, or interpersonal problems adversely impact job performance; providing counseling and referral services to employees who have tested positive for drugs, are on last chance agreements, are facing removal for misconduct or unacceptable performance, are having interpersonal conflicts, are dealing with stress, or dealing with attendance issues; and responding to HR crisis situations that have a negative impact on operational readiness in both industrial and office environments. This includes issues such as violence in the workplace, suicide attempts or threats of suicide, death of a co-worker or family member, and loss of jobs through reduction-in-force (RIF) or Base Realignment and Closure (BRAC). A firm-fixed price commercial item purchase order for a base year with 4 option years is considered for this acquisition. This acquisition is being solicited as a total small business set-aside. NAICS Code is 621330, Size standard $7,000,000.00, applies. The Federal Supply Code is R499. Solicitation W912EP 12-T-0021 will be issued on or about 30 March 2012 and offers will be due on or about 17 April 2012. Point of contact: Brenda L.
