Description
Request for Information (RFI) Date: 6 March 2012 Contact: RDECOM, CERDEC, Intelligence and Information Warfare Directorate (I2WD), Bldg. 6003, Aberdeen Proving Grounds, MD 21005, ATTN: RDER-IWR-CI, email: combat.id@mi.army.mil Synopsis: Request For Information (RFI) for Fires on Dismounts Combat ID Technology Readiness Level Assessment Description: The CERDEC I2WD Combat ID Branch will be assessing the technology readiness levels of various Fires on Dismounts technologies at Aberdeen Test Center (ATC) in the spring/summer of 2012. Industry is invited to bring technologies to be assessed by the government. The government will not pay for any development cost associated with this test. The government will provide the test venue, testers to operate equipment, targets and data collectors. The government may pay for the following, if funding is available: 1.Shipment of equipment to and from Aberdeen test center. 2.Per Diem for one (1) Field Service Representative (FSR) for two (2) weeks to Aberdeen Proving Grounds in accordance with DoD per diem rates. 3.Transportation cost for one (1) FSR from contractor's facility to Aberdeen Proving Grounds and return. 4.Labor, not to exceed $15K. At a minimum, the Fires on Dismount system will be tested for the following requirements: 1.Probability of correct response 2.PID error 3.Range 4.Identification cycle time 5.Probability of False Friend ID 6.Spatial discrimination 7.Discriminate friendly dismounted soldiers in close proximity to other 8.Aspect and elevation angles 9.Multiple system operation 10.Moving target/moving shooter performance 11.Area Interrogation 12.System safety 13.Human Factors 14.Environmental & Battlefield obscurants 15.Live fire 16.Size, weight and power At a minimum, the contractor shall provide: 1.All information required to obtain safety release for system. 2.All information required for frequency allocation 3.Training for operator 4.Data Sample prior to test 5.Data collection and assistance with data reduction 6.Maintenance and support of the equipment 7.Three (3) complete systems (interrogator/responder). If the requisite numbers of systems are not available for the multiple interrogators/ multiple responders testing, the system will not be evaluated for that portion of the test. 8.All data collected from test. Companies should present their responses in the form of a whitepaper no more than 10 pages in length describing the system to be tested and any special requirements of the system to be tested. This is NOT a request for proposal. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited. Specification sheets and product information may also be provided in addition to the whitepaper. Responses to this RFI must be unclassified. Responses should be submitted 20 days after the date of this posting. Companies may either submit their responses electronically to combat.id@mi.army.mil or send hardcopies to CDR USACERDEC I2WD, ATTN: RDER-IWR-CI, Aberdeen Proving Grounds, MD, 21005.
