- Sources Sought only. This Sources Sought Notice is not a request for formal proposals or quotes. No formal solicitation document exists at this time. Summary of Requirement The requirement is for a contract that would provide an evidence-based, independent, and comprehensive evaluation of the operation of the VA's free-standing dialysis units and comparative analysis to the performance of private sector free-standing dialysis units. The evaluation of the VA free-standing dialysis units must utilize all private sector and CMS metrics and reports utilized to measure dialysis unit operations; including but not limited to the Dialysis Facility Report and the Renal Dialysis Cost Report. The requirement includes an in-depth evaluation of the VA's free-standing dialysis unit performance on all dialysis industry quality metrics (practice patterns, patient outcomes, patient satisfaction, and quality of life) and comparison of VA dialysis unit performance to private sector dialysis unit quality performance. Comparisons must include comparison of VA performance to the performance of private sector free-standing dialysis units in addition to state, regional, and national level comparisons. The requirement is also for an in-depth analysis of the financial performance of the VA's free-standing dialysis units and comparison to the financial performance of private-sector dialysis units. Comparisons must include comparison of VA performance to the performance of private sector dialysis units in addition to state, regional, and national level comparisons. The comparison must include an analysis of the cost per treatment at VA-operated free-standing dialysis units as compared to private-sector free-standing dialysis units.
