Description
The scope of the Energy Monitoring and Control System (Project Number WWCX 03-1004) requires the contractor to furnish all supervision, plant, labor, materials, tools, and equipment. Energy Monitoring and Control System shall interface with heating and ventilation systems, lighting systems in buildings, and outdoor utility lines on main base. The system will monitor and control outside air ventilation, lighting systems, electrical heat tracing on water and sewage lines, interior and exterior steam traps, building temperatures, and heating water temperatures. Control action will be limited to selected facilities and include a central control station, substations, fiber optic communications net, field interface devices, and necessary mechanical and electrical modifications to existing equipment. The facilities at Thule Air Base do not benefit from available modern technology for monitoring and control. Excessive repair costs are incurred when buildings in unoccupied periods freeze up unnoticed due to heating system failure or when water and sewage lines freeze up due to failing electrical heat tracing. During unoccupied periods, energy is wasted unnecessarily in buildings for outside air ventilation, lighting, and heating. Energy is lost unnoticed through failing steam traps in spite of excessive Recurring Work Program costs to maintain the traps. An excessive amount of energy is wasted from overheated buildings due to deficient temperature controls. The work includes but is not limited to: 1. A Building Management System (BMS) shall be installed base wide. The overall purpose is to monitor and record certain parameters for energy consumption on the base. It is assumed that a significant energy saving can be obtained. 2. The Fiber Net shall be used for communication between the facilities. The Fiber Net to be expanded along the Water pipeline from Lake Crescent and to a certain number of Transformer Pavilions. 3. The BMS shall be state of the art and flexible. It is a requirement that future possibilities can be implemented in the system. 4. Water meters to be installed in the facilities. 5. Heat meters to be installed where heating takes place by hot water. Heat meters or similar devices to be installed where heating takes place by steam. 6. Lighting installations can at many locations be controlled by the calendar. 7. Heat tracing of pipes is a significant energy consumer. Dedicated control systems shall be installed. 8. Location of work area: Work area is base wide. The contractor shall be responsible for determining the amount of work needed to fulfill the requirements of the contract specifications and drawings. All quantities listed in the contract documents are estimates only. The awardee will be responsible for determining actual needs. The awardee will be responsible for obtaining the necessary shipping and use permits for explosives, etc. required to perform the work. The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May or October. Additionally, Thule Air Base's location demands that all supplies/personnel must be shipped/transported in/out via air/sealift. Thule Air Base is not a commercial air/sea port and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The project magnitude is between $1,000,000 and $5,000,000. The performance period for this project shall be approximately 2 years from issuance of the Notice to Proceed (NTP). "Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. " Price-Performance Tradeoff (PPT) shall be used as the method of evaluation. It is anticipated the solicitation documents, including specifications and drawings, shall be posted electronically sometime in Apr 2012 with offers due 30 days thereafter. Any and all amendments shall be likewise posted. This solicitation and award is restricted in accordance with 10 U.S.C. 2304(c)(4) International Agreement, to Danish and Greenlandic firms.
