Description
This publication serves as notice of intent to procure service from Long Line The Kings for the US Department of Commerce, NOAA, National Marine Fisheries Service to support a NMFS NWFSC-led experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal, Washington. The contractor shall rear up to 7,400 brood year 2011 and 7,400 brood year 2012 steelhead from the Dewatto River in freshwater. An additional, 7,000 brood year 2011 and 7,000 brood year 2012 steelhead from the Duckabush River will also be reared. The brood year 2011 juveniles from both population must be reared at the Lilliwaup Hatchery located on Hood Canal, their current location. One hundred juvenile steelhead in each rearing vessel will be sampled for length (mm) and weight (g) every 3 months. All fish will be counted to determine mortality since the last sampling period. Feeding schedules will be applied and modified every three to four months to achieve body size characteristics similar to those of wild fish from the same streams. Feeding schedules will be adjusted quarterly based on the average body weight of fish in each rearing vessel. Body weight and target fish size at the end of the next growth cycle will be entered into a computer model developed by NOAA staff to determine feed rations. Fish will be cultured according to these guidelines. The adipose fins of all fish will be removed prior to release. Stocking of age-2 smolts will be conducted during late April and early May of 2013. Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government.
