Description
MARKET SURVEY CAPABILITY ASSESSMENT FOR BOMBARDIER LEARJET AND CHALLENGER AIRCRAFT This is a market survey for timely support of the Federal Aviation Administration (FAA) Learjet and Challenger Flight Inspection (FI) Aircraft. Bombardier Aerospace Corporation is the Original Equipment Manufacturer (OEM), of twelve (12) FAA FI jet aircraft which includes six (6) Learjet 60, three (3) Challenger 601, one (1) Challenger 604, and two (2) Challenger 605 models. These aircraft require a wide range of supply and technical support and services that must be provided in a timely manner. Supply, technical support and services in support of the FAA's Learjet and Challenger aircraft includes parts, rental services, repair services, overhaul services, calibration services, engineering support services, pilot services, and technical publications. Supply and technical support and services are necessary to maintain FAA Learjet and Challenger aircraft in airworthy, safe, and reliable condition which allows the aircraft to be readily available to perform critical FI missions. Requirements are identified in the attached draft statement of work which was prepared by the Federal Aviation Administration (FAA), Aircraft Maintenance and Engineering Group (AMEG). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors' expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the supply, technical support and services necessary to maintain FAA Learjet and Challenger aircraft. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 488190, Other Support Activities for Air Transportation, with a size standard of $5.0 Million. Interested firms are required to submit the attached Business Declaration form and provide a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following information from interested vendors: 1. Capability Statement - This document should identify in 20 pages or less:a) Type of services provided by your firm with particular attention to SOW paragraph 3.0 entitled "Supplier Responsibility". b) Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), c) Number of years in business 2. Identify the geographical areas where your company can provide services. 3. Identify if your company has published pricing or online pricing available for supply and technical support and services for Learjet 60 and Challenger 601, 604, 605 aircraft models. Identify an estimated number of supply items listed in your company published or online catalog that support Learjet 60 and Challenger 601, 604, 605 aircraft models. 4. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is a DRAFT of the Statement of Work. Respondents are encouraged to review the Statement of Work and provide comments.
