Description
Please see attached draft Statement of Work. This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite interested offerors to submit capability statements to the work described in this synopsis announcement. The Government intends to compete this requirement as a small business set-aside, or, if robust competition can be anticipated, this will be set-aside for a specific socio-economic program at a later date. All small business concerns capable of performing the requirement indicated below are encouraged to respond to this notice. Background: The National Institute of Standards and Technology (NIST) Office of Information Systems Management (OISM), in Gaithersburg, MD, is legislatively supported to run a "National Cybersecurity Center of Excellence" (NCCoE) in coordination with the State of Maryland in order to facilitate the identification and adoption of cybersecurity technologies that meet our pressing needs and to identify technology gap areas for innovation and industry to apply their expertise. Task Description: NIST seeks to identify sources with the capabilities to work with OISM in support of the NCCoE. The anticipated tasks may require Contractor support to perform the tasks described in the attached draft Statement of Work. Industry Day: An Industry Day will be held at the NIST campus in Gaithersburg, MD on April 5, 2012 at 1:00pm EST. Industry Day will be held at: 100 Bureau Drive Building 101/Portrait Room Gaithersburg, MD 20899 Any parties interested in learning more about the above requirement are invited to attend/participate in the Industry Day. NOTE: NIST is a secured facility. You will need to furnish the information below prior to your visit (additional information will be required for Foreign Nationals, and there is a 3 day processing time after receipt of all necessary information). Additionally, on the day of the visit you will need to show proper identification and the vehicle registration for any/all vehicles that you drive onto the NIST facility. Any person planning to attend the Industry Day must email the following information to divya.soni@nist.gov and chon.son@nist.gov no later than April 2, 2012 at 12pm EST: 1) Names, positions, and contact information (phone number and email address) of each person attending Industry Day*, and 2) Citizenship status of each person attending Industry Day. If not a US Citizen, provide the following information: Country of citizenship, and whether you are a US Permanent Resident (Green Card Holder). *Please note that no more than two (2) persons from each firm shall be allowed to register for the Industry Day. If you are unable to attend the Industry Day in person, but wish to participate via teleconference, please email divya.soni@nist.gov and chon.son@nist.gov no later than April 2, 2012 at 12pm EST and teleconference information will be provided to you prior to the meeting. INSTRUCTIONS: Businesses with the capabilities of providing the required services, as described above, are invited to submit, on a voluntary basis, in writing, information that addresses the following: A capability statement identifying the business size/designation (e.g. SB, SDB, HUBZone, WOSB, VOSB, SDVOSB, 8(a), other than small, etc.), utilizing NAICS Code of 541519, with sufficient information that demonstrates its ability to fulfill the above requirements. The capability statement should provide the following information: The written response must include the following: 1. Company name, address, phone number, and email address(es) for point(s) of contact. 2. Detailed description of cybersecurity technology support performed by your company as a prime contractor or subcontractor within the past five years. Include contract/order number, period of performance, and total dollar amount of the contract/order and customer point(s) of contact (name, phone number, email address). 3. Size of your company in terms of total current number of employees under NAICS 541519 with a size standard of $25.0 million. If your company is a subsidiary of another company, list the total revenue and number of employees for the parent organization and all subsidiaries. 4. Company's DUNS number and also indicate whether the company is currently registered in the Government's Central Contractor Registration (CCR) (Vendors must be registered in CCR to receive an award of any government contractual vehicle). Mere expressions of interest without providing the above requested details will not be considered a valid response to this notice. Responses must include the subject line "NCCoE", shall not exceed 10 pages, should be single spaced and single sided, using Times New Roman, 12-point font, and should not include attachments or appendices. Written responses to this RFI should be submitted via email to Divya Soni at divya.soni@nist.gov and shall be received no later than 04:00 PM (EDT); April 5, 2012. Alternatively, hardcopies of written responses may be delivered in person at the Industry Day scheduled for April 5, 2012. If delivering a hardcopy response, please bring three copies to Industry Day. SUMMARY: DOC/NIST appreciates your assistance with this market research and emphasizes that this effort is for planning purposes only. Responses will not be treated as proposals, but may be used to create any subsequent solicitation. Respondents should clearly mark any proprietary information submitted in response to this RFI.
