UNITED STATES TREASURY DEPARTMENT OFFICE OF TECHNICAL ASSISTANCE- INFRASTRUCTURE FINANCE TEAM Renewable Energy Professional - Indonesia The U. S. Department of the Treasury's Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to join its Infrastructure Finance Team (IFT) and serve as a resident (long-term) advisor to the National Electricity Company of Indonesia (PLN), under a personal services contract. The IFT program provides technical assistance and policy advice to senior officials at Infrastructure related and Finance Ministries as well as to other interested government agencies. The IFT advisor's work will include building the capacity of the PLN to: prioritize renewable energy projects for accelerated implementation; identify, value and allocate the risks of the selected projects; progress through project development phases, i.e. feasibility study, draft request for proposal and contract, financial structure, contract negotiation, tender and bidder selection, and conditions precedent to initiate project construction; assure proper accounting and budgeting of any project contingencies. Throughout these project development phases, the advisor will provide guidance to the PLN to encourage market outreach to interested investors and creditors. In addition, the advisor will foster communication among the stakeholder government agencies and donor groups to facilitate mutually beneficial dialogue. QUALIFICATIONS: Applicants should have significant knowledge of the various phases of project finance including Value for Money analysis. Knowledge transfer to the PLN project teams should be accomplished through the advisor's active engagement. Working knowledge of IPP program design and implementation for geothermal, hydro, solar or biomass plant operation is important. Indonesian experience is desirable. This assignment of one year or more will be located in the PLN offices in Jakarta, Indonesia. Prior overseas work experience in challenging environments is highly desirable. Candidates must have the ability to work independently and gain the confidence of host counterpart officials and counsel them about project choices and their consequences. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS : Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $123,758 to $165,300. Overseas benefits are provided as allowed by federal regulations. Successful applicants must be able to obtain medical and security clearances.
