- The NASA John C. Stennis Space Center (SSC) plans to issue a Request for Proposal(RFP) for the project entitled: Repairs to Electrical Unit Substations. The work to beperformed under this project consists of providing all labor, equipment, tools, andmaterials to repair electrical substations. This project includes engineering studiesand the demolition and replacement of facility electrical unit substations, consisting oflarge power transformers, air break switchgear, I-Line panels, NEMA 3R enclosures, SF6switchgear, revenue metering, controls and sensors. This project also includes theinstallation, testing and tie in of 15 kV electrical duct bank and conductors, and theextraction and relocation of PCB liquids, PCB contaminated materials, and demolishedequipment at SSC.The order of magnitude for the procurement is between $1,000,000 and $5,000,000, and theeffort shall be completed within 365 calendar days after notice to proceed.This procurement is a total small business set-aside.The NAICS code and small business size standard for this procurement are 238210 and $14million, respectively.The anticipated release date of the RFP is on or about April 12, 2012, with ananticipated offer closing date of on or about May 22, 2012.The firm date for receipt of proposals will be stated in the RFP. Specifications anddrawings will only be made available on CD-ROM. Prospective offerors shall notify this office of their intent to submit an offer. It isthe offerors responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation.
