- Released Solicitation The solicitation for the Advanced Console System Installation and Upgrade has now been released. The technical requirements of all offers must be Brand Name or Equal to the latest JITC certified version of the Siemens HiPath 4000 Dispatch, Command and Control Communications System. An addendum to FAR 52.212-1 - Instructions to Offerors can be found on page 27 through 29 of the attached solicitation. Proposals will be evaluated per the addendum to FAR 52.212-2 which can be located on page 29 through 31 of the solicitation. Attached is the Request for Proposal
