Notice of Intent to Sole Source ? Consensus Paper on Clinical Guidance for Applications of Computed Tomography in Emergency Medicine March 27, 2012 Procurement Office: U.S. Environmental Protection Agency, Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date/Time: April 4, 2012 The U.S. Environmental Protection Agency (EPA) Office of Administration and Resources Management (OARM) in Washington, DC, intends to award a Purchase Order to the National Council on Radiation Protection and Measurements Inc. (NCRP) of Bethesda, MD, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to procure a consensus report from an unbiased panel of experts that will provide clinical guidance on the appropriate use of computed tomography in hospital emergency departments. The anticipated due date for the final consensus paper is September 30, 2012. The North American Industry Classification System (NAICS) code for this procurement is 541690. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that NCRP is uniquely qualified to satisfy the Government?s requirement for the following reasons: NCRP is the only qualified organization that can prepare the Consensus Paper described in the Statement of Work for the following reasons: ?NCRP produced Report 160 which is the current and definitive reference for sources of exposure to the U.S. population from medical imaging procedures. There are no other published references on the subject and any author of the Consensus Paper would draw all or most of its information from the Report 160. ?The proposed content for the Consensus Paper is also expected to draw heavily from the 26 professional presentations that were given at the September 2009 NCRP-sponsored workshop on ?Computed Tomography in Emergency Medicine: Ensuring Appropriate Use.? Because NCRP hosted the workshop, it is the only source of all of this compiled presentation content. There are no known alternative sources for such information such that another contractor could conceivably use prepare the Consensus Paper. ?The NCRP is the only domestic, congressionally chartered non-profit advisory organization dedicated to providing guidance on radiation protection and measurement. There are no known organizations, private or public, that have a comparable level of expertise in radiation protection and measurement. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Ben Shih, Contract Specialist, to shih.benjamin@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
