Description
Consistent with FAR Subpart 8.405-6(a)(1)(i)(C), FSA's requirement for awarding the task order as a follow-on to an original Federal Supply Schedule order is permitted so long as the original task order was awarded under Federal Supply Schedule procedures and it was not issued under sole source or limited source procedures. The original task order was competitively awarded under Federal Supply Schedule procedures and it was not issued under sole source or limited source procedures. Accordingly, the award of this task order as a logical follow on is permissible under the Federal Acquisition Regulations. Consistent with the agency's existing collection agreements, this task order shall be a performance-based, firm-fixed price order in accordance with the terms and conditions of GSA Schedule GS-23F-0341N. The period of performance for this effort shall be from April 1, 2012 through September 30, 2012 with an estimated value of $1,000,000.00. In order to close CollectCorp' s contract FSA must be able to ensure that all invoices have been properly paid and that all accounts are recalled from the contractor. At this time, the Government is unable to confirm the accuracy of the debt collection system's ability to perform either of these tasks. In order to minimize the impact on the borrowers, it is FSA intention to authorize CollectCorp to keep working with the borrowers on their system until both of these functions have been validated as accurate. Consequently, the accounts cannot be properly transferred to another servicer until the debt collection system is able to perform the recall and invoice functions.
