- RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Pacific Island Area Office located in Honolulu, Hawaii has requirement for a storage facility with parking space to store observer gear and biological samples collected. The storage facility shall meet the following requirements: 1.) The storage facility shall be in a location that is easily accessible in order to conduct observer placement meetings with vessels departing from Honolulu. 2.) The storage/ gear facility shall be within 4 miles from pier 17, Honolulu; 3.) The storage facility shall be secure with locking doors; 4.) The facility shall be large enough to store and manage gear for approximately 50 to 60 observers, with enough electric outlets for up to 5 full size freezers for frozen gear and samples; 5.) The gear facility shall be a minimum of 1000 sq ft and a maximum of 1600 sq ft.; 6.) The gear facility shall have access to a bathroom and an area to rinse observer gear and access to a shower is recommended but not required 7.) The storage facility shall have a parking space for one vehicle; 8.) Rental of storage facility must be inclusive of all fees; and 9.) The gear facility shall meet the approval of the government. This procurement is 100% set-aside to small business concerns under the North American Industry Classification System Code (NAICS) 531130 with a small business size standard of $25.5M. The government intends to issue a firm fixed price contract with period of performance that will commence approximately May 1, 2012 through April 30, 2013. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
