- NASA Dryden Flight Research Center (DFRC) has a requirement to participate in theDefense Energy Support Center (DESC) Aviation Into-plane Reimbursement (AIR) Card Programto procure aviation fuel and related goods and services. NASA/DFRC intends to establish a Blanket Purchase Agreement with Multi ServiceCorporation to provide a specialized credit card service in the form of the 'Air Card' topay for various authorized aviation goods and services. Multi Service Corporation (MSC)is the administrator of DESC's AIR Card Program, providing card issuance, transactionprocessing, program support, as well as a host of other services to AIR Card Programmerchants and customers. This Government provided service allows NASA to acquire airportservices worldwide using one credit card that is tied to the aircraft and not to anindividual. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Jenny Staggs at jenny.y.staggs@nasa.gov not later than 4:00 p.m. PDTon April 11, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All questions regarding this synopsis will need to be submitted to Jenny Staggs not laterthan 4:00 p.m. PDT on April 6, 2012.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
