- The Joint Base Myer Henderson Hall Installation Contracting Office (ICO), Virginia intends to award a six-month (6) bridge contract on a sole source basis to the Commonwealth of Virginia Department of the Blind. The Directorate of Logistics has a continued requirement for Dining Facility Attendant (DFA) Services for the Joint Base Myer -Henderson Hall. The facility provides essential food service support for the United States Army Old Guard, The United States Army Band and all other military service components in the Military District of Washington and National Capitol Region. The scope of work for this requirement is to provide all resources, except Government Furnished Property (GFP), to provide all resources, except Government Furnished Property (GFP), to perform Dining Facility Attendant (DFA) Services in military operated dining facilities located on Joint Base Myer Henderson Hall, Virginia, based on mission requirements in order to meet the performance requirements. These Dining Facility Attendant Service services are needed immediately in order to satisfy the Directorate of Logistics mission requirements. The loss of service for even one day would result in mission failure. The Joint Base Myer Henderson Hall Installation Contracting Office (ICO) intends to award a 6-month bridge contract no later than 31 March 2012, to the incumbent, Commonwealth of VA - Dept of the Blind and Vision Impaired contractor. The anticipated period of performance will be 1 April 2012 - 30 September 2012. The government intends to solicit and negotiate the required full food support services with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes or proposals. However, the Government will consider all capability statements received by 4:00 p.m. (EST), 29 March 2012. All capability statements must be submitted via email only to richard.l.taylor82.civ@mail.mil. Any responses to this notice must show clear and convincing evidence that competition would be advantageous by the Government in future procurements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
