- The complete Request for Offers (RFO) package with all applicable specifications and wage rates is posted to the FAA Contract Opportunities site only. PURPOSE: The Federal Aviation Administration (FAA), Northwest Mountain Region, intends to solicit and award a Firm-Fixed price service contract for mechanical maintenance at the new Kona Air Traffic Control Tower (ATCT) in Kailua-Kona, Hawaii. II. SCOPE OF WORK: The contractor shall provide all labor, supervision, materials, and equipment to perform the project, in accordance with the contract clauses, specifications and wage rates. PERIOD OF PERFORMANCE: Anticipated award date is April 17, 2012. SITE VISIT: (a) A one time offered optional site visit has been scheduled for this project on Tuesday, April 3, 2012 at 10:00 AM HAWAII TIME. Contractors who would like to attend the site visit must submit an email to ELAINA AUDETTE at elaina.d.audette@faa.gov by 2:00 PM (PACIFIC TIME) on April 2, 2012. In the email include the following information: Company's Name:Name(s) of Representative(s):Title(s):Contact Phone Number: Please note: Even though site visit is optional, AMS clause 3.8.2-9 Site Visit states: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a dispute after contract award. (b) FAA Point of Contact for the Site Visit is Minh Vo, Resident Engineer, (425) 256-1463. SET ASIDE: A tiered evaluation of offers will be utilized in this source selection. For additional details on the tiered evaluation process see Section M of the RFO. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
