- The National Cemetery Administration is soliciting offers under Solicitation No. VA786-12-RP-0099 for the following service: The intent of an awarded contract shall be to reset, raise/lower, realign, backfill, and clean approximately 5022 upright marble headstones on to a marker grid support system of either of 2 methods and renovate the ground on approximately 252,306 sf at Los Angeles National Cemetery in Los Angeles, CA. Proposal shall include pricing for both methods although only one method will be chosen. The Contractor will complete all work within 270 calendar days after receipt of Delivery Order, subject to all terms, conditions, provisions, and schedules of the contract. Contractor shall furnish all equipment, parts, materials, supplies, labor and supervision necessary and incidental to the raising, realigning, resetting of upright headstones, and renovation of associated ground. Performance shall be in accordance with the requirements, conditions, terms, representations, specifications, schedules and drawings contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. The evaluation factors are as follows Past Performance, Technical and Price. Past Performance and Technical are equally important and each one is more important that Price. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 5617301. Size standard is $Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about April 27, 2012. Responses to the solicitation are due on or about 2:00 P.M. on May 18, 2011. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. All proposals shall be formatted as directed in Sections E.2 Instructions to Offerors and E.3 Additional Instructions to Offerors. Failure to do so may result in your submission being determined non-responsive and removed from further consideration.
