- This is a SOURCES SOUGHT SYNOPSIS. The U.S. Air Force, Seymour Johnson Air Force Base (SJAFB), has been tasked to identify sources and market conditions for the acquisition of a contract to procure a Base Guide and Map. Interested and qualified commercial publishers are being sought. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. Any resulting solicitation will not be posted electronically it will be sent directly to known, interested, and qualified commercial publishers. Only interested concerns that respond to this notice will be sent a solicitation. No funds will be obligated to pay for any resultant contract. Contractor is responsible for obtaining advertising for the Base Guide as a form of payment. The performance period is anticipated to be a base period of one year and five option periods of one year each. The North American Industry Classification System is 511140 and the small business size standard is 500 employees. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow - up information requests. The contractor will be required to furnish all labor, equipment, parts, materials and personnel necessary to produce and deliver approximately 6,000 copies of two products to be delivered once per year in the month of __: (1) A Base Guide that contains a telephone directory, base information(i.e. all information that a newcomer would need such as the clinic and the Education Office) and photos with one page maps of the city. (2) A separate fold out map of SJAFB, Goldsboro, and Wayne County. All products will have to be in compliance with DOD instruction 5120.4 and AFI 35-101. The guide will provide the following: 1. The 4th Fighter Wing (FW) mission as provided by 4th FW Public Affairs (PA). Photo replacements will be provided on Compact Disk or by email to publisher graphic designer department. Text updates provided by hand corrections on previous year phonebook and provided to publisher graphic designer department. Base map corrections made on previous year map and provided to publisher graphic designer department. 2. Installation services telephone listing updated by the Seymour Johnson AFB Telephone Control Officer (TCO). The white pages telephone listing to be provided in a final, copy ready format such as a.PDF or a reproducible digital copy in final format that can be accepted by Qwark Express software. Publisher agrees to provide the Qwark Express software to the SJAFB TCO if requested. A copy of the final product will be sent to the 4th FW PA office prior to publisher due date for reviews, edits, proofreading, and possible changes. 3. Community information will be updated and provided to the publisher graphic designer department by _____*_____. Community information from _____*___ will include: *Contractor will fill in this information with the name of the Advertising firms they find.* a. Schools, to include all public, private, primary and secondary, with phone numbers and websites. b. Calendar highlighting recurring events (e.g. festivals, fair, celebrations for Wayne County and surrounding areas with statewide interest. c. Exploring Goldsboro and Wayne County, detailing opportunities for both visitors and residents, focusing on: (1) Churches with phone numbers (2) Civic Activities (3) Cultural Activities (4) Shopping (5) Restaurants/Dining (6) Hotels/Motels (7) Transportation d. Hospitals e. Economic facts and opportunities in Wayne County: (1) Economic Development (2) Industrial Base (3) Economic Vision f. Employment Offices (1) Employment Security Commission (2) State/Regional Offices (3) Chamber of Commerce (4) Temporary Employment Services (5) Employment Recruiters 4. The publisher agrees to use the name SJAFB Guide, which is owned by the Government, and no other name, on the base guide and map during the life of the contract. The publisher further agrees not to contest ownership by the Government of the foregoing name or to make any use directly or indirectly of that name or a name confusingly similar to that name on any publication it may independently produce. 5. The publisher agrees to provide in the installation guide not more than 45 full color pages on 70 pound glossy stock, which shall be devoted exclusively to editorial copy and photo art about the installation, command, and local area, and not more than 31 black and white pages on 30 pound for the base telephone directory. None of the pages referred to in this paragraph include advertising. 6. The masthead of each product shall carry the following disclaimer in type not smaller than six point: a. "Published by ______________, a private firm in no way connected with the U.S. Air Force, under exclusive written contract with the 4th FW. This commercial enterprise Air Force guide or map is an authorized publication for member of the U.S. military services. Contents of the base guide and map are not necessarily the official views of, or endorsed by, the U.S. Government, DoD, or the Department of the Air Force." b. "The appearance of advertising in this publication, including inserts or supplements, does not constitute endorsement by DoD, the Department of the Air Force, or (name of publisher) of the products or services advertised." c. "Everything advertised in this publication shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other nonmerit factor of the purchaser, user or patron." d. "Editorial content is edited, prepared, and provided by the PA office of SJAFB, Air Combat Command. All photographs are Air Force photographs unless otherwise indicated." 7. The masthead will contain the names and editorial titles of military and civilian members assigned to the duty of preparing the guide's content. The names and titles shall be listed in a section of the masthead entitled, "SJAFB Editorial Staff." 8. Editorial content shall be based on information prepared and submitted by the PA office of SJAFB. Any additional editorial material, including information about the local area and state, must be approved by the PA office. 9. A statement on the installation maps will give SJAFB permission to locally reproduce the map portion (not ads) for non-commercial, official-use only. This statement will read, "Local reproduction authorized for official, non-commercial use only." This Sources Sought Sypnopsis is not a request for competitive proposals. Information received will be used solely for the purpose of market research. No contract shall be made from this synopsis. Responses must include: a) a positive statement of the firm's intention to submit a proposal in response to a solicitation as a prime contractor; and b) a copy of the firm's capability statement. The statement should clearly describe: any teaming arrangements; recent (within the last three years) and relevant past performance information to include contract numbers, project title, dollar amounts, and points of contact with telephone numbers. Responses are limited to a maximum of 10 single-sided pages, typed in no less than eleven-pitch font size. Responses are to be faxed to (919) 722-5403, emailed to joe.wells@seymourjohnson.af.mil, or mailed and addressed to: 4th Contracting Squadron/LGCB, Attn: SrA Joe Wells, 1600 Wright Brothers Avenue, Bldg 3010, Seymour Johnson Air Force Base, NC 27531-2479. Negative responses are not required. Capable and interested sources must respond to this Sources Sought Synopsis no later than 4:00 p.m. EST on 03 Apr 2012.
