Description
This is a SOURCES SOUGHT SYNOPSIS. The U.S. Air Force, Seymour Johnson Air Force Base (SJAFB), has been tasked to identify sources and market conditions for the acquisition of a contract to procure a Base Newspaper. Interested and qualified commercial publishers are being sought. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. Any resulting solicitation will not be posted electronically, it will be sent directly to known interested and qualified commercial publishers. Only interested concerns that respond to this notice will be sent a solicitation. No funds will be obligated to pay for any resultant contract. Contractor is responsible for obtaining advertising for the Base Newspaper as a form of payment. The performance period is anticipated to be a base period of one year and five option periods of one year each. The North American Industry Classification System is 511110, and the Small Business Size Standard is 500 employees. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow - up information requests The contractor will be required to furnish all labor, equipment, parts, materials and personnel necessary to produce and deliver a newspaper known as The Wright Times published to provide news and command information to personnel of SJAFB twice a month. The guide will provide the following: 1. Content: a. The publisher agrees to use the name The Wright Times, which is owned by the Government, and no other name, on the newspaper during the life of the agreement, unless directed otherwise by the commander. The publisher further agrees not to contest ownership by the Government for the foregoing name or to make any use directly or indirectly of that name confusingly similar to that name on any publication it may independently produce. b. Each issue of The Wright Times shall consist of no fewer than 8 pages and no more than 14 unless otherwise instructed by the Public Affairs (PA) Office. c. The masthead of each issue shall carry the following disclaimer in type not smaller than six point: i. "Published by _________, a private firm in no way connected with the U.S. Air Force, under exclusive written agreement with The Wright Times. This civilian enterprise newspaper is an authorized publication for members of the U.S. military services. Contents of The Wright Times are not necessarily the official views of, or endorsed by, the U.S. Government, DOD, or the Department of the Air Force." ii. "The appearance of advertising in this publication, including inserts or supplements, does not constitute endorsement by DOD, the Department of the Air Force, or SJAFB of the products or services advertised." iii. "Everything advertised in this publication shall be made available for purchase, use or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other non-merit factor of the purchaser, user or patron." iv. "Editorial content is edited, prepared and provided by the PA Office, SJAFB, N.C. All photographs are Air Force photographs unless otherwise indicated." d. The masthead may contain the names and editorial titles of military and civilian members assigned the duty of preparing the newspaper's content. If used, the names and titles shall be listed in a section of the masthead entitled "Editorial Staff." e. Editorial content will be based on news releases, features, editorials, and reports prepared by either DOD and Air Force newsgathering agencies or The Wright Times staff. In addition, the publisher agrees to only utilize commercial wire service materials pre-approved by the PA Office. All editorial material must be approved prior to publishing by the PA officer and subject to modification based on officer's discretion. 2. Publisher Responsibilities a. Comply with provisions of DOD instruction 5120.4, AFI 35-101, and the provisions and requirements as contained herein. b. Use editorial material, photographs, and art provided by The Wright Times staff or DOD/.mil electronic news sites. c. Be responsible for the makeup of each page, subject the PA officer's supervision. d. Solicit all advertising. e. Be responsible for all aspects of The Wright Times, including financial responsibility for all the elements and processes deemed necessary to create, print, and distribute the final product. f. Provide at his expense a minimum of 5,000 copies of The Wright Times every second and last Friday of the month. g. Will provide quality newspaper drop-off distribution racks throughout the approved delivery area. The locations of these racks (or manifest) will be provided to the PA Office. Prior to delivery of next edition, the publisher assumes responsibility for removal and proper disposal of any unused copies. 3. Advertising a. Neither the publisher nor their representatives shall solicit advertisements in the name of SJAFB or the U.S. Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing or accepting payment for advertisements. b. The publisher will not accept for publication advertisements that are worded or phrased to give the reader the impression the U. S. Air Force in any way endorses, guarantees, or sponsors any product or service. Advertising that implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other non-merit factor of the purchaser, user or patron shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the publisher shall refuse to print advertising from that source until the violation is corrected. c. The publisher will utilize and follow guidelines for display advertising that will ensure the quality of advertising content so that it is not offensive to the general public or in poor taste. These restrictions will be extended to not allowing the appearance of display advertising to Pay-Day loan businesses. It is mutually agreed upon by both PA and the publisher to not allow these types of businesses an opportunity to purchase advertising for their promotion of business. d. Advertisements must not be prejudicial to discipline, morale, or mission accomplishment. e. The publisher will not solicit advertising from establishments that SJAFB officials have declared to be "off limits" to military personnel. The PA office will provide a list of these establishments. f. The publisher shall not enter into exclusive advertising agreements with any firm, broker or individual. 4. Cost a. The publisher agrees to bear all costs and expenses of publishing. It is expressly agreed that; neither the commander, his representatives or successors, nor SJAFB shall be liable for any expenses or obligations incurred in publishing of The Wright Times. 5. Publication and Distribution a. The Wright Times will be distributed on the second and last Friday of every month, and the publisher agrees to furnish the PA office with a supply of 5,000 newspapers. b. The publisher may provide distribution of the newspaper to family housing areas and other locations at SJAFB and geographically supported areas. The publisher will provide a written summary of these areas of distribution (routes), to include distribution points (racks) and the total number of newspapers being distributed to the PA office. This Sources Sought Sypnopsis is not a request for competitive proposals. Information received will be used solely for the purpose of market research. No contract shall be made from this synopsis. Responses must include: a) a positive statement of the firm's intention to submit a proposal in response to a solicitation as a prime contractor; and b) a copy of the firm's capability statement. The statement should clearly describe: any teaming arrangements; recent (within the last three years) and relevant past performance information to include contract numbers, project title, dollar amounts, and points of contact with telephone numbers. Responses are limited to a maximum of 10 single-sided pages, typed in no less than eleven-pitch font size. Negative responses are not required. Capable and interested sources must respond to this Sources Sought Synopsis no later than 4:00 p.m. EST on 03 Apr 2012.
