Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.Action Code: Combination Synopsis/Solicitation 2.Class Code:19 3.SubjectMB2 Mobilization & De-Mobilization at Disposal Sites 4.Solicitation Number:W912BU-12-T-0023 5.Set Aside Code:Total Small Business Set-Aside 6. Response Date:O/A 04 April 2012 at 1000 hours, Eastern Daylight Time 7. Place of Performance: See Schedule The U.S. Army Corps of Engineers (USACE), Philadelphia District intends to initiate a Request for Quote (RFQ) to provide Crane or Derrick Barge, Tug Services and pipeline Rental Services to Mobilize and de-mobilize Mooring Barge 2 from the Fort Mifflin Dock to Palmyra Cove as detailed in the Scope of Work included with the Solicitation. The major scope of work includes: PHASE 1Mobilize the (MB-2) Mooring Barge from the Fort Mifflin Dock in Philadelphia, Pa via the Delaware River to Palmyra, New Jersey in the vicinity of the Tacony Palmyra Bridge, Palmyra Cove Disposal Area. Relocation of the MB-2 can commence anytime after 02 April and be fully completed and ready for operation by COB 13 April 2012. PHASE 2 Demobilization of the MB-2 and pipeline should commence on or about 30 June 2012. PHASE 3 Demobilization of the MB-2 back to Fort Mifflin Disposal Area & setup with coordinates from the Corps Survey Section. Location of the MB-2 has a buoy marker north of the Navy Pier at Fort Mifflin. The acquisition will be solicited using the Request for Quote procurement process prescribed in part 12 of the Federal Acquisition Regulations (FAR). The RFQ is intended to be issued on or about March 13, 2012. Quotes will be due on or about April 4, 2012 by 1000 hours (EDT). This is a Lowest Price, Technically Acceptable (LPTA) acquisition. Please include a short discussion regarding your capabilities to be immediately prepared to begin Phase 1 of this requirement upon receipt of the contract action. Period of performance for the contract will be on or about 4 April through completion of demobilization. The NAICS code is 212322 and the size standard is 500 employees. The Request for Quote is included as an attachment to this synopsis. Hard copies will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFQ is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOps) web site at www.fbo.gov, on or after the issue date. It is the Offerors responsibility to monitor the FedBizOps web site for any amendments. Interested firms must register at FedBizOps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. All Quotes are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. Electronic submission via e-mail or fax is not acceptable. All offers are due on 4 April 2012 by 1000 hours (EDT). All contractors are required to be registered in the DoD Central Contractor Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100/VETS 100A Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing the following internet web site: http://www.dol.gov/vets/programs/fcp/main.htm.
